Please provide your insights, Minister, on the future direction of Vietnam–China cooperation.

The state visit to China by General Secretary and President To Lam was a particularly significant diplomatic event between Vietnam and China this year.

The visit was a resounding success on all fronts, making a substantial contribution to the development of a Vietnam-China Community with a Shared Future, a relationship of strategic importance that promotes peace, stability, and development in the region and the world.

General Secretary and President To Lam had a rich and meaningful itinerary with 18 activities over two days. During the visit, the two sides issued a Joint Statement on further strengthening the Comprehensive Strategic Cooperative Partnership and jointly building a Vietnam-China Community with a Shared Future. Various ministries, sectors, and localities from both countries signed numerous cooperation documents in fields such as inspection and testing, customs, health, communications, local cooperation, and people’s livelihoods.

Through their exchanges, the two sides reached a broad consensus on further enhancing the Vietnam-China Comprehensive Strategic Cooperative Partnership, guided by the “Six Goodes” orientation. The focus is on concretizing the common perceptions and agreements between the two sides. Following the spirit of the Joint Statement and the common perceptions reached during this visit, the two sides will concentrate on promoting cooperation in the following key areas:

First, continue to maintain strategic exchanges between the high-level leaders of the two Parties and two countries, consolidating the political foundation of trust and jointly orienting the development of a Vietnam-China Community with a Shared Future. Fully leverage the role of the Party channel and the mechanisms between the Vietnamese National Assembly and the National People’s Congress of China, as well as those between the Vietnam Fatherland Front and the Chinese People’s Political Consultative Conference. Strengthen defense, security, and diplomatic exchanges. The two sides agreed to enhance the overall coordinating role of the Vietnam-China Bilateral Cooperation Steering Committee and deepen cooperation in defense and security.

Second, based on the “Six Goodes” orientation, continue to concretize the common perceptions and agreements reached by the high-level leaders. Achieve new progress in substantive cooperation; facilitate trade and expand exports of Vietnamese agricultural and aquatic products to the Chinese market. Promote the strategic connectivity between the two countries, effectively implement the Cooperation Plan between the “Two Corridors, One Belt” framework and the “Belt and Road” Initiative. Accelerate the “hard connectivity” between the two countries regarding high-speed railways and expressways, and upgrade border gate infrastructure. Enhance “soft connectivity” in smart customs and smart border gates.

Encourage and support enterprises with strong capabilities, reputation, and advanced technology to invest in each other’s countries, focusing on strengthening cooperation in agriculture and infrastructure. Expand cooperation in new areas such as the digital economy, circular economy, green development, clean energy, and renewable energy.

Third, agree to designate the year 2025 as the “Vietnam-China People’s Exchange Year.” The two sides will jointly organize a series of activities to celebrate the 75th anniversary of the establishment of Vietnam-China diplomatic relations. Enhance cultural exchanges and cooperation in media, news, publishing, radio, and television. Strengthen collaboration in healthcare, traditional medicine, disaster prevention and reduction, and minimize the adverse effects of natural calamities. Expand and improve the efficiency of local cooperation and people-to-people exchanges, especially among the youth. Promote tourism cooperation, open more flights, and encourage more tourists to visit each other’s countries.

Fourth, strengthen multilateral coordination and cooperation; enhance collaboration within frameworks such as the United Nations and the Asia-Pacific Economic Cooperation (APEC) and support each other’s candidacies in international organizations. China supports Vietnam in hosting APEC 2027 and in joining and playing a role in multilateral mechanisms. China supports ASEAN in building a united, self-reliant, and prosperous ASEAN Community that maintains its central role in the regional structure.

Fifth, continue to effectively implement the common perceptions of high-level leaders, better manage and actively resolve maritime differences, and reaffirm the importance of maintaining and promoting peace, stability, maritime safety, and freedom in the South China Sea. Agree to handle disputes peacefully, based on international law, including the 1982 United Nations Convention on the Law of the Sea (UNCLOS). The two sides will continue to coordinate and effectively implement legal documents on land border management and related agreements, strengthen cooperation in the Vietnam-China border areas, and organize activities to commemorate the 25th anniversary of the signing of the Land Border Treaty and the 15th anniversary of the signing of three legal documents on the land border.
