Ben Sau Kho (Hoang Dieu Port, now belonging to Hai Phong Port Joint Stock Company) is the oldest port in Hai Phong, with a history spanning 150 years.

Over the years, Hoang Dieu Port has grown and thrived as a major commercial port in Northern Vietnam. It has also borne witness to numerous significant events and milestones in the history of the city and the nation, as reported by Bao Hai Phong.

Hoang Dieu Port, established 150 years ago, is set to be relocated.

Hoang Dieu Port is slated for relocation to make way for the construction of the Nguyen Trai Bridge and the redevelopment of the surrounding urban area.

Hoang Dieu Port, as it stands today, evolved from the Ninh Hai wharf of the Cam River fishing village some 150 years ago.

In 1874, the French colonialists began constructing Hai Phong Port, intending to transform the Cam River wharf into a military and commercial port of significant scale.

The first wharf built by the French featured a 250-meter-long pier and six large warehouses, earning it the name Ben Sau Kho (Wharf of Six Warehouses) among the locals.

By 1902, the pier had been extended to 750 meters, accompanied by 40,000 square meters of warehouses and 15,000 square meters of open yards. A railway line was also introduced, running directly to the wharf to facilitate cargo handling.

To this day, Hoang Dieu Port remains the only port in the country with a railway connection to its pier. Its cargo handling capacity has increased from 8,000 tons per month in the early 20th century to 50,000 tons per month by 1939.

Presently, Hoang Dieu Port is the leading general cargo port in Northern Vietnam, handling 70-75% of the region’s iron, steel, and heavy machinery and equipment for factories and enterprises.

The current location of Hoang Dieu Port will be transformed with the construction of bridges and urban redevelopment in Hai Phong.

Mr. Tran Luu Phuong, Director of Hoang Dieu Port Limited Company, shared: “We were aware of the city’s plan to relocate the port, and while we are saddened by it, the employees of Hoang Dieu Port are understanding and supportive. We appreciate that the city has provided a gradual relocation timeline, giving us time to arrange our workforce, assets, and equipment. We are also grateful for the decision to preserve some structures within the port for conservation purposes.”

In preparation for the relocation, Hoang Dieu Port has initiated retraining programs to enhance the quality of its human resources, ensuring they are well-equipped to meet the demands of production and business operations. The company is also gradually transferring its employees to other branches within Hai Phong Port, reorganizing warehouses to align with practical production needs, and adhering to the city’s directives regarding the relocation timeline.

Additionally, they continue to encourage eligible employees to take early retirement or terminate their labor contracts, offering support in line with Hai Phong Port’s regulations. The company remains committed to closely following the city’s directives and guidelines regarding the relocation process.

According to Hai Phong’s urban planning, the two new bridges—Hoang Van Thu and Nguyen Trai—will connect the old city center with the new administrative center in Bac Song Cam, opening up new possibilities for urban development to the north.

The relocation of Hoang Dieu Port is aligned with the approved master plan for the development of Vietnam’s seaport system and the detailed plan for the group of northern seaports (Group 1) until 2020, with a vision towards 2030. It also supports the approved master plan for Hai Phong city until 2025, with a vision towards 2050.

The scope of the relocation includes two entities within the port’s fenced area: Hoang Dieu Port, encompassing 11 piers and associated warehouses, offices, and other facilities, spanning approximately 2,000 square meters; and the train assembly station for the railway line, along with other relevant agencies and units.

The decision to relocate the port (Decision No. 1037/QD-TTg dated June 24, 2014, issued by the Prime Minister) and the detailed plan for the group of northern seaports (Decision No. 2367/QD-BGTVT dated July 29, 2016, issued by the Minister of Transport) emphasize that the wharves along the Cam River will not be expanded. Instead, the port will be gradually relocated, and its functions will be transformed. The relocation timeline is aligned with the construction schedule of the Nguyen Trai Bridge and the development of the Lach Huyen Port Complex.
