Chinese Premier Li Qiang expressed his utmost respect and gratitude for the significant contributions of the late General Secretary Nguyen Phu Trong to the relationship between the two parties and two countries. Premier Li warmly welcomed General Secretary and President To Lam on his first state visit to China, which also marked his first overseas trip in his new role. He believed that this visit demonstrated the high importance and top priority that the Vietnamese Party and State attached to the Vietnam-China relationship. Premier Li was confident that General Secretary and President To Lam’s visit would inject strong momentum into the Vietnam-China comprehensive strategic cooperative partnership and the Vietnam-China community with a shared future, propelling it into a new phase of development with even more substantial outcomes.

Premier Li affirmed that China always considered its relationship with Vietnam as a priority in its foreign policy towards neighboring countries. The Chinese Party and Government consistently supported Vietnam in its comprehensive renewal and open-door policy, as well as its efforts in industrialization, modernization, and the early realization of socialism in line with Vietnam’s conditions.

He emphasized that this state visit to China was a continuation of the high regard and utmost importance that the Vietnamese Party, State, and previous generations of leaders, including the late General Secretary Nguyen Phu Trong, had always attached to the Vietnam-China relationship. Vietnam consistently viewed the development of its neighborly friendship and comprehensive cooperation with China as a key direction and strategic choice in its foreign policy of independence, self-reliance, multilateralization, and diversification. Vietnam would continue to consolidate and build upon the important achievements and common perceptions of the two countries’ leaders on elevating the relationship to a comprehensive strategic cooperative partnership and building a Vietnam-China community with a shared future of strategic significance.

In a friendly, open, and trusting atmosphere, General Secretary and President To Lam and Premier Li reviewed the remarkable achievements in bilateral cooperation over the past years. They rejoiced and agreed that the relationship between the two Parties and two countries had witnessed historic progress, reaching its deepest, most comprehensive, and substantive level ever, with numerous significant outcomes: strengthened political trust and elevated relationship; frequent exchanges and contacts at both high and lower levels; vibrant growth in trade; a surge in Chinese investment in Vietnam; a robust recovery in tourism cooperation; and dynamic local cooperation and people-to-people exchanges…

Both sides acknowledged the enormous potential for cooperation between the two countries and agreed to jointly promote political and economic trust, effectively build a “Community with a shared future of strategic significance,” and advance the bilateral relationship to a new stage of development guided by the “Sixteen-Word” Golden Rule. They agreed to maintain regular high-level and lower-level exchanges, enhance cooperation between the two Parties, Governments, Congresses, and Fronts, and expand collaboration in key areas such as foreign affairs, national defense, and security. They also agreed to promote practical cooperation to achieve even greater outcomes, strengthen local cooperation and people-to-people exchanges, and organize activities to commemorate the 75th anniversary of the establishment of Vietnam-China diplomatic relations, solidifying a robust social foundation for the development of Vietnam-China relations. Additionally, they agreed to maintain close coordination and mutual support in multilateral mechanisms and forums.

General Secretary and President To Lam welcomed China’s participation in the construction of three standard-gauge railway projects connecting Vietnam and China, as well as the Vientiane-Vung Ang railway and urban railways in Hanoi. He requested that China continue to open its market to high-quality agricultural products from Vietnam, facilitate the establishment of Vietnam’s Consulate General in Chongqing and trade promotion offices in China, and promote large-scale investment projects with advanced technology, representing China’s level of development. He also called for the early implementation of smart border gates, the resolution of outstanding issues in some projects, the promotion of cooperation in the field of payment in local currencies, and the enhancement of cooperation in science and technology, innovation, green transition, digital transformation, and high-tech agriculture.

General Secretary and President To Lam also expressed his hope for strengthened cooperation in education, culture, and tourism, particularly in restoring tourism cooperation to pre-COVID-19 levels. He emphasized the importance of effective collaboration in disaster prevention, mitigation, relief, and emergency response.

Premier Li expressed his agreement and appreciation for the important views of General Secretary and President To Lam. He emphasized the need to adhere to a cooperative and mutually beneficial framework and expressed China’s willingness to maintain high-level and lower-level exchanges, effectively utilize the role of the Joint Steering Committee in promoting the development of bilateral relations guided by the “Sixteen-Word” Golden Rule, and enhance railway connectivity between Vietnam and Europe via China. He also proposed promoting the feasibility study of the Lao Cai-Hanoi-Haiphong railway and planning for the Dong Dang-Hanoi and Mong Cai-Ha Long-Haiphong railway routes. Premier Li agreed to facilitate Vietnam’s increased exports of high-quality agricultural, aquatic, and seasonal fruit products to China.

He suggested strengthening neighborly friendship, promoting people-to-people and youth exchanges, implementing livelihood projects, and cooperating in the field of vocational education and training, making good use of the Vietnam-China Friendship Palace. He emphasized the importance of upholding true multilateralism and open regionalism and expressed China’s readiness to enhance cooperation in multilateral forums.

The two sides also exchanged views on international and regional issues of mutual interest, agreeing to properly manage and handle differences, maintain peace and stability in the South China Sea, and create a favorable environment for the development of each country. General Secretary and President To Lam proposed that the two sides strictly abide by the common perceptions of high-level leaders and the “Agreement on the Basic Principles Guiding the Settlement of Maritime Issues between Vietnam and China.” He emphasized the importance of respecting international law, especially the 1982 United Nations Convention on the Law of the Sea (UNCLOS), and respecting each other’s legitimate rights and interests. He suggested effectively utilizing the maritime negotiation mechanisms, properly handling issues related to fishermen and fishing boats, and maintaining a stable and positive momentum in bilateral relations and peace and stability in the region.
