The Planning and Architecture Department has received 19 eligible applications from consulting firms and consortia interested in participating in the competition.
Of these, 10 firms were selected by the Preliminary Selection Council and will receive a subsidy of 25 million VND each, in accordance with the Competition Regulations. This subsidy will be disbursed after the competition concludes.
Based on the competition regulations, the working rules of the Preliminary Selection Council, and the criteria for evaluating the firms’ capabilities and research methodologies, the council scored, evaluated, and selected 5 out of the 10 firms to advance to Round 2 (the actual competition).

The 5 consortia advancing to Round 2 are as follows: Consortium of Joint Stock Company for Consulting, Investment, and Construction “Nam and Associates”, Taiwan Training and Planning Institute, Joint Stock Company for General Consulting and Construction (Nagecco), and Limited Liability Company for Consulting, Design, and Construction “Vscape”; Consortium of Limited Liability Company “CPG Vietnam”, CPG Consultant Pte Ltd, and Limited Liability Company for Consulting and Construction “SEAPE”; Consortium of Skidmore, Owings & Merrill LLP and Architectural Research Center; Consortium of Sasaki Associates Inc., Encity Urban Solutions Pte. Ltd., and City Planning and Construction Institute; Consortium of Limited Liability Company for Consulting “Dong Phong”, Limited Liability Company for International Technical Consulting “T.Y.LIN”, and Limited Liability Company “Powerchina” Urban Design and Planning Institute.
Notably, each of these 5 consortia includes a foreign company.
According to the Planning and Architecture Department, the 5 firms advancing to Round 2, which is the official competition round, will be provided with detailed information and documents to develop their competition proposals, including maps, drawings, and related documents such as competition regulations and design tasks.
These firms will have 8 weeks to complete their proposals. The competition will be held in Ho Chi Minh City from July to October 2024. The first-place winner will receive a prize of 5 billion VND, the second-place winner will receive 3.75 billion VND, and the consolation prize is 1.25 billion VND.

According to the approved competition regulations for the International Competition for Planning and Architectural Ideas for the Binh Quoi – Thanh Da Peninsula in Ho Chi Minh City, issued in early July 2024, the scope of the competition includes the entire Binh Quoi – Thanh Da Peninsula, a section of the Saigon River, and some areas across the river (especially the Truong Tho Urban Area) in Thu Duc City and Binh Thanh District. The specific boundaries are as follows: East bordering Hanoi Highway and Road No. 2 in Thu Duc City; West bordering National Highway 13, Nguyen Xi Street, and Dien Bien Phu Street; South bordering Vo Nguyen Giap Street; and North bordering Pham Van Dong Street.

The People’s Committee of Ho Chi Minh City shared that the new urban area of Binh Quoi – Thanh Da has been under study and calling for investment for many years. However, due to its large area, high total investment capital, and complex compensation and site clearance process, the project has been delayed for a long time.
This delay has significantly impacted the lives and interests of thousands of households living on the Binh Quoi – Thanh Da Peninsula and has affected the management of the area.
Therefore, the City’s People’s Committee believes that organizing an international competition to seek unique ideas and optimal and feasible planning and development solutions that connect the two sides of the Saigon River and improve land use efficiency in this area, in line with the City’s orientation, is essential.
The Binh Quoi – Thanh Da Urban Area project, planned since 1992, is located almost entirely in Ward 28 of Binh Thanh District, with an area of over 426.9 hectares. In 2013, the city designated the Consortium of Limited Liability Company for Production, Business, and Import-Export “Binh Minh” (Bitexco Group) and Emaar Properties PJSC (United Arab Emirates) as the investors, with a total investment of about 30.7 trillion VND. This total investment includes only the construction of main infrastructure and compensation, support, and resettlement costs when land is revoked for project implementation.
