On August 20, the National Assembly’s Standing Committee discussed and gave opinions on the plan to supervise the implementation of policies and laws on human resources development and utilization to meet socio-economic development requirements, especially for high-quality human resources.
According to Mr. Nguyen Dac Vinh, head of the supervising delegation and chairman of the Culture, Education Committee, the scope of this supervision will cover the period from 2021 to December 31, 2024, throughout the country.
The supervision will focus on assessing the status of human resources, especially high-quality ones, along with achievements, shortcomings, causes, and lessons learned in human resource development and utilization. Accordingly, it will propose recommendations and solutions for more effective implementation.
The subjects of this supervision include the Government and the ministries of Education and Training; Labor, Invalids, and Social Affairs; Home Affairs; Planning and Investment, as well as several related ministries and the People’s Committees of 63 provinces and cities. Specifically, working groups will be established to conduct direct supervision in 10 localities: Bac Giang, Thai Nguyen, Hanoi, Hai Phong, Hai Duong, Dak Lak, Khanh Hoa, Ho Chi Minh City, Ba Ria-Vung Tau, and Tra Vinh.
At the meeting, National Assembly Chair Tran Thanh Man emphasized that this supervision should focus on the appropriate utilization of human resources, ensuring that graduates can find employment in their trained fields. He mentioned a past trend of following popular trends in major choices, which often led to unemployment after graduation.
The National Assembly leader also suggested carefully studying the scope of supervision, especially the documents issued by the Party and the State, and identifying which contents have been implemented and which have not, along with the reasons.
“These are issues of public interest. Everyone has a family and children going to school, and they all wish for their children to find jobs and serve the country and the people after graduation. However, what has been the reality? We need to carefully consider this issue,” said Mr. Tran Thanh Man.
Additionally, the National Assembly Chair proposed that the supervision should provide a relatively comprehensive picture and be truly innovative and practical, focusing on effectiveness and avoiding multiple visits to localities and sectors with low efficiency.
