On August 20, the special aircraft carrying General Secretary and President To Lam and his spouse, along with the high-level delegation of Vietnam, arrived at Noi Bai International Airport, concluding the state visit to China at the invitation of General Secretary and President Xi Jinping.
Minister of Foreign Affairs Bui Thanh Son briefed on the prominent results of the visit and the future cooperation between the two countries.
The state visit to China by General Secretary and President To Lam was an especially important diplomatic activity between Vietnam and China this year. The visit was a great success in all aspects, significantly contributing to the building of a Vietnam-China community with a strategic vision of stability and long-term development, as well as peace, stability, and prosperity in the region and the world.
General Secretary and President To Lam had a very rich and meaningful program with 18 activities in just over two days. During the visit, the two sides issued a Joint Statement on further promoting the comprehensive strategic cooperative partnership and jointly building a Vietnam-China community with a strategic vision of stability and long-term development. Various ministries, sectors, and localities of the two countries also signed numerous cooperation documents in fields such as testing and quarantine, customs, health, media, and local cooperation.
Minister Bui Thanh Son affirmed that, following the spirit of the Joint Statement and the common perceptions reached during this visit, the two sides will focus on promoting cooperation in the following key areas:
First, continue to maintain strategic exchanges between the leaders of the two Parties and countries, consolidate the political foundation of trust, and jointly orient the building of a Vietnam-China community with a strategic vision of stability and long-term development. Fully leverage the role of the Party channel and the cooperation mechanisms between the National Assembly of Vietnam and the National People’s Congress of China, between the Vietnam Fatherland Front and the Chinese People’s Political Consultative Conference, and between the two countries’ defense, security, and foreign affairs agencies.
The two sides agreed to promote the overall coordinating role of the Vietnam-China Bilateral Cooperation Steering Committee and enhance cooperation in defense and security.
Second, based on the orientation of “six more,” continue to concretize the common perceptions and agreements reached by the leaders. Achieve new progress in practical cooperation, facilitate trade, and expand the export of Vietnamese agricultural and aquatic products to China. Promote the strategic connectivity between the two countries, effectively implement the Plan for Cooperation between the “Two Corridors, One Belt” framework and the “Belt and Road” Initiative, and accelerate the “hard connectivity” between the two countries in high-speed rail and expressway infrastructure and border gate infrastructure, as well as the “soft connectivity” in smart customs and smart border gates.
Encourage and support enterprises with strong capacity, prestige, and advanced technology to invest in each other’s countries, focusing on enhancing cooperation in agriculture and infrastructure. Expand cooperation in new fields such as the digital economy, circular economy, green development, clean energy, and renewable energy.
Third, agree to designate 2025 as the “Vietnam-China People’s Exchange Year.” The two sides will jointly organize a series of activities to celebrate the 75th anniversary of the establishment of diplomatic relations between Vietnam and China, enhance cultural exchanges, and strengthen cooperation in media, news, publishing, radio, and television. Strengthen collaboration in health care, traditional medicine, and disaster prevention and mitigation, expand and improve the effectiveness of local cooperation and people-to-people exchanges, especially among the youth, and promote tourism cooperation by opening more flights and encouraging more tourists to visit each other’s countries.
Fourth, strengthen multilateral coordination and cooperation, and enhance collaboration within frameworks such as the United Nations and the Asia-Pacific Economic Cooperation (APEC). China supports Vietnam in hosting APEC 2027, and Vietnam supports China in hosting APEC 2024. China supports Vietnam’s accession and positive role in multilateral mechanisms. China supports ASEAN in building a united, self-reliant, and prosperous community with a central role in the regional structure.
Fifth, continue to effectively implement the common perceptions of the leaders, better manage and actively resolve maritime differences, and reaffirm the importance of maintaining peace, stability, maritime security, and safety in the South China Sea. The two sides agreed to handle disputes peacefully, based on international law and the 1982 United Nations Convention on the Law of the Sea.
They will continue to coordinate and effectively implement legal documents on land border and related agreements, strengthen cooperation in the Vietnam-China land border area, and organize the 25th anniversary of the signing of the Land Border Treaty and the 15th anniversary of the signing of three legal documents on the land border.
