Ho Hoa Binh is a breathtaking reservoir that supplies water to the Hoa Binh Hydropower Plant. This artificial lake, nestled along the Da River, spans an impressive 230 kilometers from Hoa Binh to Son La.

With a staggering capacity of 9.5 billion cubic meters of water, Ho Hoa Binh is recognized as the largest artificial lake in Vietnam. This volume is approximately 2.5 times the capacity of Thac Ba Lake and a whopping six times that of Dau Tieng Lake. If each person were to consume 100 liters of water daily, this reservoir could supply the entire population of Vietnam for two years and seven months.

Ho Hoa Binh is truly impressive, boasting a water surface area of about 80 square kilometers, which is 16 times the size of Ho Tay and a remarkable 667 times larger than Ho Guom in Hanoi.

The highlight of the lake is the Hoa Binh Hydropower Plant, which began construction in 1979 and was inaugurated in 1994. With a capacity of 1,920 MW and eight generators, along with 12 bottom outlets, it is considered the largest hydropower plant in Southeast Asia during the 20th century.

The Hoa Binh Hydropower Plant features 12 bottom outlets. In 2017, Mr. Nguyen Van Dung, then-Vice Chairman of the Hoa Binh People’s Committee, stated: “If all 12 bottom outlets were opened, the entire population of Hoa Binh city would have to be evacuated. Some low-lying communes in Ky Son district would also be severely affected, and residents would have to be relocated. Downstream areas would undoubtedly experience flooding and significant property damage.” However, the hydropower plant has never had to open all its outlets at once in its history.

The Hoa Binh Hydropower Plant is not only an important industrial site but also a popular tourist attraction. Visitors can explore the tunnels housing the generators, visit the traditional house that displays a century-old letter from past generations, and admire the majestic spillway dam.

Ho Hoa Binh is adorned with 47 islands, including 11 limestone islands and 36 land islands. The picturesque landscape, coupled with existing tourist attractions, has made Ho Hoa Binh a popular destination for travelers.

Hoa Binh province attracts millions of tourists each year. For instance, in 2023, the province welcomed 3.8 million visitors, with Ho Hoa Binh playing a significant role in this achievement.

In addition to its beauty, Ho Hoa Binh offers excellent opportunities for aquaculture. In 2022, there were approximately 4,900 fish cages in the lake, providing stable jobs and income for nearly 2,000 local workers. The total yield from aquaculture and fishing in the lake reached around 8,000 tons. If each person consumes one kilogram of fish per month, this amount could feed three-quarters of Hoa Binh province’s population for a year.

Given the valuable natural resources and future development potential, the Prime Minister has approved the master plan for developing Ho Hoa Binh into a National Tourism Area by 2030.

By 2030, the Ho Hoa Binh National Tourism Area is envisioned to become the largest tourism hub in Hoa Binh province. It will be one of the 12 key National Tourism Areas in the Northern Midland and Mountainous region, offering unique cultural exploration and experiential tourism centered around the Muong culture and the lake ecosystem.

To realize this vision, Hoa Binh province has prioritized investments in transportation infrastructure. The Hoa Lac-Hoa Binh road, connecting the Thang Long Boulevard to Hoa Binh city, has reduced travel time between Hanoi and Hoa Binh. Additionally, the provincial road 435 from Hoa Binh city to Thung Nai port in Cao Phong district has been widened and upgraded, along with several other roads, opening up new opportunities for Ho Hoa Binh to attract more tourists.

Beyond government funding for road construction, Hoa Binh province has successfully attracted 16 tourism and service investment projects in the Ho Hoa Binh area, with a total investment of VND 3,300 billion and a land area of 14.4 square kilometers. These projects will further enhance the appeal of Ho Hoa Binh as a tourist destination, elevating it to the status of a National Tourism Area.
