The meeting was attended by: Politburo member, Central Party Secretary, Chief Justice of the Supreme People’s Court Nguyen Hoa Binh; Central Committee members: Minister of Planning and Investment Nguyen Chi Dung, Minister and Chairman of the Government Office Tran Van Son, and Chairman of the Hanoi People’s Committee Tran Sy Thanh; members of the Standing Subcommittee and Standing Editorial Board.

The meeting aimed to review the work of the Subcommittee, identify key tasks for the next period, and especially to provide opinions on the draft report evaluating the five-year implementation of the 10-year 2021-2030 socio-economic development strategy, the direction, and tasks for socio-economic development for the five-year period of 2026-2030. This is before the full meeting of the Subcommittee gives its opinions on the draft to be submitted to the Politburo and presented at the 10th session of the 13th Central Committee.

According to the reports and opinions at the meeting, after the second meeting, the Subcommittee has actively, positively, and diligently deployed and completed many tasks, ensuring progress and quality. This includes submitting the detailed outline of the socio-economic report to the 9th Central Committee meeting for approval; drafting the socio-economic report; and researching, comparing, and updating the content of the draft Political Report, following the principle that the Political Report is the central report, and the socio-economic report is a specialized one.

During the work process, the Editorial Board of the Subcommittee on Documents and the Socio-Economic Subcommittee regularly exchanged information to ensure unity and updates between the two reports. The Subcommittee also organized working missions to survey and work with four regions: the Mid-Northern Mountainous region, the Red River Delta, North Central and Central Coastal, and the Central Highlands.

Speaking at the meeting, Prime Minister Pham Minh Chinh, Head of the Subcommittee, acknowledged and highly appreciated the spirit and responsibility of the members of the Subcommittee and the Editorial Board, ensuring quality and progress. He requested them to continue improving the draft report to serve the upcoming full meeting of the Socio-Economic Subcommittee.

The Head of the Subcommittee directed the organization of working missions of the Subcommittee to survey, work, and gather opinions in two regions: the Southeast and the Mekong Delta; and to seek opinions from former leaders of the Party, State, and the Vietnam Fatherland Front to supplement and complete the report.

The Prime Minister requested that the draft report closely follow the resolutions of the 13th Party Congress, the 10-year 2021-2030 socio-economic development strategy, and the direction and tasks for socio-economic development for the five-year period of 2021-2025. It should also include specific data to provide evidence. He emphasized the need to urgently review the content as directed by the Central Committee and seriously implement the directions of Comrade To Lam, General Secretary of the Central Committee and State President, at the meeting of the Standing Subcommittee on Documents on August 14, 2024.

The Prime Minister also stressed the importance of supplementing the content and constructing the report to ensure comprehensiveness, objectivity, and fairness, especially regarding socio-economic development achievements over the past five years. This is amidst a world full of difficulties and complexities, such as the COVID-19 pandemic and its prolonged consequences, strategic competition, conflicts, and disruptions in production, supply, and distribution chains, which have impacted domestic economic development. Meanwhile, we must also address existing problems and new arising issues.

The draft report should clearly determine the level of achievement of socio-economic targets, especially economic growth, and effectively control public debt, government debt, foreign debt, and budget overspending. It should also highlight the progress in infrastructure development, such as expressways, 500 kV power transmission lines, and the research and construction of high-speed railways.

The report should also emphasize achievements in social security, especially during the COVID-19 pandemic, including salary increases for workers and basic wage increases for civil servants. It should be noted that we did not sacrifice progress, social equity, and the environment for the sake of economic growth alone. Additionally, the achievements in preserving, promoting, and developing culture should be on par with politics, the economy, and society.

Through this, we affirm the efforts and dedication of the entire political system and the support of the people and businesses under the leadership of the Party. At the same time, we should also identify the causes and draw lessons in leadership, direction, and organization in implementation.

The Prime Minister also emphasized that the draft report on the direction and tasks for socio-economic development for the five-year period of 2026-2030 should analyze the context and situation, identifying opportunities, advantages, difficulties, and challenges. It should determine key viewpoints, targets, and solutions and review and supplement the principles of action, new approaches, and orientations that are breakthrough in nature for the next period to promote socio-economic development and achieve the country’s development goals by the time of the 100th anniversary of the Party’s foundation and the 100th anniversary of the establishment of the country.

Particularly, it is essential to propose breakthrough mechanisms to mobilize all resources, especially public-private partnerships, for infrastructure development in transportation, healthcare, education, culture, and social sectors. This will contribute to the development of the country, with the goal of becoming an industrialized modern country with a high middle income by 2030 and a developed country with a high income by 2045.
