On August 21, police authorities in Bac Kan province confirmed that they were aware of the dispute between Bui Xuan Huan (known as Huấn Hoa Hồng) and a local resident over the vehicle license plate 97xx-999.99.
The police have tasked specialized departments with inspecting and clarifying the relevant information, including details pertaining to declared value, tax payments, and other aspects of the vehicle’s sale. The authorities will take strict action if any violations are discovered.

Prior to this, Bui Xuan Huan posted a plea for help regarding legal complications arising from his purchase of the vehicle with the license plate 97xx-999.99 approximately a year ago. According to Huan, he bought the Honda SH motorcycle with the unique license plate from a man in Bac Kan on July 14, 2023, for VND 490 million. The payment was transferred to the account of the previous owner, Mr. N.T.Q.
However, when Huan recently contacted the previous owner to facilitate the transfer of the distinctive license plate to another vehicle, the seller refused, stating that he had only sold the vehicle and not the license plate. Additionally, Huan claimed that Mr. N.T.Q. had already registered and attached the same license plate to another motorcycle, a Honda Dream.
Bui Xuan Huan mentioned that at the time of purchasing the Honda SH with the “VIP” license plate, he only received the necessary paperwork. Attempts made by Huan’s relatives to resolve the matter with the previous owner have also been declined.
