On August 20, the People’s Committee of Vung Tau City organized a conference to announce the detailed planning of the Nghinh Phong Cape area (Ward 2, Vung Tau City) at a scale of 1/500. According to the newly announced plan, the Nghinh Phong Cape area has been studied and planned in detail with a scale of 1/500, covering an area of approximately 13.84 hectares. The nature of the whole area after planning is to form a high-quality tourism, entertainment, and resort service area.
Vung Tau City aims to maximize the seaside landscape, preserve the natural sandy beach, and create large open spaces along the main axis, providing continuous pedestrian pathways that connect the entire area to meet the demands of high-quality resorts. The maximum construction density of the whole area is 18.8%, and the maximum construction height is 10 floors.
For the low-rise tourism service area, there will be a cluster of modern hotel buildings with a construction density of 35%.

A High-End Entertainment and Resort Complex with an Investment of Over VND 10,000 Billion
Additionally, the project will feature a central service complex and an open central space connecting Ha Long Road to the beach and Hon Ba Island. This transportation route is planned to serve the public, including both locals and tourists. Hon Ba Island will also be preserved in its current state, along with the stone pathway leading to the island.
The leadership of Vung Tau City expects the winning investor of the auction to conduct specialized studies to evaluate the natural conditions, geology, hydrography, tidal flats, ecology, and the impacts of climate change and sea-level rise, in order to propose appropriate solutions.
The construction must ensure a sea view and a view of the city from the sea, without affecting maritime activities. It should also comply with environmental protection laws and coastal space planning. The beach area, the central open space, and the main road, as approved in the planning subdivision, are to be utilized for public purposes.

Earlier in March, the People’s Committee of Ba Ria – Vung Tau Province approved the investment proposal for a high-quality tourism, entertainment, and resort service project in the Nghinh Phong Cape area. The project covers an area of nearly 14 hectares, with one side bordering Ha Long Road and the other three sides bordering the East Sea.
Accordingly, the construction of a high-quality tourism, entertainment, and resort service complex, including a 5-star or higher hotel and commercial center, with a total investment of more than VND 10,700 billion, is planned for Nghinh Phong Cape (Ward 2, Vung Tau City).
The “golden land” of Nghinh Phong Cape is located in the south of Vung Tau City, at the foot of the hill, marking the beginning of Thuy Van Park. It boasts a beautiful landscape, with the sea in front and mountains at the back, and is surrounded by famous tourist attractions such as the “Heaven’s Gate” and “Pig Hill.” Notably, it offers the opportunity to witness both the sunset and sunrise in Vung Tau, making it the best scenic spot in this coastal locality.

In addition to the Nghinh Phong Cape tourism project, the Provincial People’s Committee plans to proactively invite investors to develop other large-scale projects, such as the Co May 2 Resort and the Lam Vien Nui Dinh Resort.
On August 11, the Department of Natural Resources and Environment of Ba Ria – Vung Tau Province announced that the Provincial People’s Committee has approved and publicized 9 “golden land” plots for auction in 2024.
Specifically, Vung Tau City has 5 plots, including: the Tourist Market land plot; the 13.8-hectare plot at Nghinh Phong Cape; the land plot reclaimed from the International Medical Innovation Company Limited; the 76.7-hectare urban area along 3/2 Road; and the 1.4-hectare “Tom Cang Xanh” land plot.
Long Dien District has 3 plots, including: the 0.68-hectare land plot reclaimed from Thanh Chi Joint Stock Company; the 0.71-hectare land plot reclaimed from the Long Hai Seafood Warehouse; and the 1.11-hectare land plot reclaimed from the Vietnam Sugarcane and Sugar Corporation II. All three plots are planned for commercial, service, or tourism purposes.
According to the Department of Natural Resources and Environment, the 9 land plots will be auctioned by the Provincial Land Development Fund, and the land use plans for 2024 have been approved by the Provincial People’s Committee. These plots have met the requirements for national defense and security and have sufficient legal conditions in terms of land, planning, and infrastructure connectivity.
It is expected that after the successful auction of these land plots, the local budget will receive more than VND 10,000 billion according to the temporary calculation based on the provincial land price frame for the 5-year period from 2020 to 2024.
Ba Ria – Vung Tau is a coastal province blessed with natural advantages, boasting approximately 306 km of coastline, of which about 156 km can be used as beaches. This endows the province with great potential and advantages for tourism development.
