The People’s Committee of Dong Nai province has proposed a decision to regulate the toll rates for vehicles using the road connecting to Phuoc An Port in Nhon Trach district.
The nearly 6-kilometer-long road project is developed under a PPP model, with a total investment of over VND 1,000 billion. The starting point of the road intersects with the Ben Luc – Long Thanh expressway, and the endpoint directly connects to Phuoc An Port.
Construction began in 2022, and the project has now reached about 95% completion. It is expected to be finished by the end of this year.
Phuoc An Port and the BOT road project are also anticipated to be completed and operational by October. In the future, the Ben Luc – Long Thanh expressway and Ho Chi Minh City’s Ring Road 3 will facilitate the transportation of goods from other provinces to Phuoc An Port, the largest seaport in Dong Nai province, which is part of the Ho Chi Minh City – Dong Nai – Ba Ria-Vung Tau seaport system, Group 5.
The draft proposes a six-stage toll collection plan. From 2025 to 2027, the lowest toll rates for one-time, monthly, and quarterly tickets are VND 20,000/entry, VND 600,000/month, and VND 1.62 million/quarter, respectively, for vehicles with fewer than 12 seats, trucks with a payload of less than 2 tons, and public transport buses. The highest toll rates during this period are VND 110,000/entry, VND 3.3 million/month, and VND 8.91 million/quarter for trucks weighing 18 tons or more and container cargo trucks of 40 feet.
As per the draft, the toll rates are divided into six stages. From 2025 to 2027, the lowest toll rates for one-time, monthly, and quarterly tickets are VND 20,000/entry, VND 600,000/month, and VND 1.62 million/quarter, respectively, for vehicles with fewer than 12 seats, trucks with a payload of less than 2 tons, and public transport buses. The highest toll rates are VND 110,000/entry, VND 3.3 million/month, and VND 8.91 million/quarter for trucks weighing 18 tons or more and 40-foot container cargo trucks.
In the following stages, the toll rates will increase gradually: from 2028 to 2030, the lowest toll rates will be VND 23,000/entry, VND 690,000/month, and over VND 1.86 million/quarter. The highest toll rates will be VND 126,000/entry, VND 3.78 million/month, and over VND 10.2 million/quarter.
From 2031 to 2033, the lowest toll rates will be VND 26,000/entry, VND 780,000/month, and over VND 2.1 million/quarter. The highest toll rates will be VND 144,000/entry, VND 4.32 million/month, and over VND 11.66 million/quarter.
For the period from 2034 to 2036, the lowest toll rates will be VND 29,000/entry, VND 870,000/month, and nearly VND 2.35 million/quarter. The highest toll rates will be VND 165,000/entry, VND 4.95 million/month, and over VND 13.36 million/quarter.
From 2037 to 2039, the lowest toll rates will be VND 33,000/entry, VND 990,000/month, and over VND 2.67 million/quarter. The highest toll rates will be VND 189,000/entry, VND 5.67 million/month, and over VND 15.3 million/quarter.
Finally, from 2040 onwards, the lowest toll rates will be VND 37,000/entry, VND 1.11 million/month, and nearly VND 3 million/quarter. The highest toll rates will be VND 200,000/entry, VND 6 million/month, and VND 16.2 million/quarter.
Approving the plan for converting the functions of Bien Hoa 1 Industrial Zone
The People’s Committee of Dong Nai province has approved a plan to transform Bien Hoa 1 Industrial Zone into an urban area. By the end of 2025, the province aims to relocate all businesses currently operating in the industrial zone to a new location.
