According to the latest data from the Vietnam Aviation Authority, Vietnamese airlines operated a total of over 24,700 flights in July, but the on-time performance (OTP) rate only reached 63.2%. This is a decrease from 69.3% in June and 82.2% in May, indicating a rise in delayed and canceled flights.
Vietravel Airlines, Vasco, Pacific Airlines, Vietnam Airlines, Bamboo Airways, and Vietjet were the top performers in terms of OTP, in that order.
The Vietnam Aviation Authority attributed the delays primarily to late-arriving aircraft and airline-related issues, in addition to management, air traffic control, equipment, and service-related factors.
Many passengers have expressed frustration over frequent flight delays, as reported by journalists. Some passengers have opted to purchase flight delay insurance to receive compensation in case of lengthy delays at the airport due to schedule changes.
Ngoc Le, a resident of Tan Phu District, Ho Chi Minh City, shared her recent experience of a four-hour delay on a flight from Quang Nam to Ho Chi Minh City with her family. Their scheduled departure time was 4:50 pm, but the actual take-off was at 8:55 pm.
“We didn’t arrive at Tan Son Nhat airport until after 10:20 pm, and to my surprise, I received a text message informing me that I had been compensated with VND 1 million for the two delayed tickets. The insurance cost was only VND 35,000 per ticket,” Le recounted.
Several airlines and e-wallets, acting as ticket agents, now offer flight delay insurance in collaboration with insurance companies. For example, MoMo offers travel insurance from Bao Viet Insurance for VND 35,000, providing a maximum compensation of VND 888,000 for delays of two consecutive hours or more from the scheduled departure time.
Vietnam Airlines offers flight delay insurance from PTI for VND 60,000 per person per one-way trip (VND 100,000 for a round trip), excluding VAT, with a maximum coverage of VND 1.5 million.
Other airlines, such as Vietjet and Bamboo Airways, also provide travel insurance that covers various incidents, including flight delays, cancellations, shortened trips, lost or damaged luggage, and lost travel documents. The fees and conditions vary depending on the airline.
Ngoc Le mentioned that this was her first time receiving compensation for a delayed flight, despite purchasing insurance on multiple occasions. Other passengers shared that it can be challenging to obtain compensation unless the delay exceeds two hours. Therefore, it is advisable to consider purchasing insurance during peak travel periods, holidays, or when there is a high likelihood of delays due to unfavorable weather conditions.
According to Circular No. 19/2023/TT-BGTVT, which pertains to air transport regulations, a flight is considered delayed if its actual departure time is more than 15 minutes later than the scheduled time in the flight schedule. In cases where the delay is not the passenger’s fault, airlines are required to provide updates to passengers, apologize for the inconvenience, and ensure their comfort by providing meals, accommodation, and transportation.
