On August 24, the People’s Committee of Khanh Hoa Province announced that the Ministry of Transport is reviewing the province’s proposal for the Van Phong Airport planning project for the 2021-2030 period, with a vision towards 2050.
According to the proposal, the Van Phong Airport will be located in Van Thang commune, Van Ninh District, in the northern part of Van Phong. The project site is approximately 65 km from Nha Trang city, 101 km south of Cam Ranh International Airport, and 49 km north of Tuy Hoa Airport.
The total land area allocated for the Van Phong Airport project is over 497 hectares. Notably, the planned airport site is entirely over coastal waters and does not include any residential areas, protected forests, mangrove forests, historical sites, or areas designated for boat anchorage and typhoon shelters.
In the first phase, from 2023 to 2029, the Van Phong Airport will be constructed with a capacity to serve 1.5 million passengers annually. It will be designed according to ICAO standards for a 4E civil airport and a military airport. The runway will be oriented in the northeast-southwest direction, with a length of 3,050 meters, and the airport elevation is expected to be +5.00 meters. This phase is scheduled for completion by 2029.
The People’s Committee of Khanh Hoa Province estimates the total investment cost for the first phase of the Van Phong Airport project to be nearly VND 8,000 billion (excluding interest expenses). This amount will cater to 1.5 million passengers per year, equivalent to 600 passengers during peak hours. The proposed state budget allocation is approximately VND 2,150 billion (27.2%) for ensuring flight operations and partially funding the airport’s land leveling.
The remaining investment of approximately VND 5,742 billion (72.8%) will come from the BOT investor, comprising equity and commercial loans. The projected payback period for this investment is approximately 47 years.
The Van Phong Airport is expected to facilitate the movement of local residents, tourists, and experts, contributing to the development of the Van Phong Economic Zone into a smart city and a high-end tourism and entertainment hub.
If implemented through a PPP model, all operating, maintenance, and exploitation costs throughout the project’s lifecycle will be borne by the investor, saving resources and reducing the burden on state management.
