According to the Prime Minister, since the beginning of the year, the Government has organized 7 thematic meetings on law making, implementing one of the three breakthrough strategies – building and perfecting the institutional system. The Prime Minister has continuously chaired meetings, directed and established a Steering Committee to review and handle bottlenecks in the legal documents, demonstrating the determination to implement the three breakthrough strategies set by the Party and the State, including the strategy on institutions.

The Prime Minister stated that one of the solutions to accelerate and break through is to remove legal obstacles and perfect the institutional system to mobilize and use resources effectively for development, especially resources from public-private cooperation, foreign investment, and private sector resources, with public investment taking the lead. At the same time, it is necessary to strengthen decentralization and delegation of authority, avoid the “asking – giving” mechanism, along with appropriate allocation of resources, improved implementation capacity, enhanced inspection and supervision to reduce negative behavior, hassle, and bureaucracy, and reduce administrative procedures and compliance costs for agencies, units, people, and businesses, thereby promoting growth.
According to the Government, at the upcoming 8th session of the National Assembly (in October 2024), the Government will submit a law amending many laws and some other laws to remove obstacles and mobilize all social resources, especially non-state resources for development.
The Prime Minister requested that ministers and heads of ministerial agencies take direct charge; allocate resources and assign officials with qualifications and dedication to the task of building and perfecting laws and institutions. Especially, they must fully attend and provide opinions at law-making meetings according to the Government’s working regulations.

The Provincial Security Investigation Agency (PSIA) of Thanh Hoa province announced on January 31st that it has made the decision to initiate a prosecution against 23 individuals in connection with the offenses of “Accepting bribes” and “Giving bribes” as stipulated in Article 354(3) and Article 364(2) of the Criminal Code.
