The Lâm Đồng Department of Natural Resources and Environment has recently submitted a proposed revision of the land price framework for the 2020-2024 period to the Appraisal Council for approval. The new framework, which will be effective from August 1, 2024, to December 31, 2025, aims to align with the new Land Law that came into force on August 1, 2024.
The previous land price framework for the 2020-2024 period, issued in January 2020, was based on the land price framework decree No. 96/2019. However, the new Land Law of 2024 does not include provisions for the land price framework and adjustment coefficients.

Additionally, several roads and sections that were not included in the previous framework have now been added, addressing challenges in determining financial obligations related to land use. These obligations include calculating fees for changing land use purposes, land lease and transfer, compensation for land revocation, and various taxes and fees.
The revised framework for the 2020-2024 period aims to align land prices with market values. It will be applicable from August 1, 2024, to December 31, 2025, coinciding with the implementation of the new land price framework under the 2024 Land Law.
The Department of Natural Resources and Environment of Lâm Đồng Province has proposed adjusted land prices for Đà Lạt City, Bảo Lộc City, and ten districts. However, due to stable market conditions, most localities have not made significant adjustments to land prices or coefficients.
Đức Trọng and Lâm Hà districts have added new roads and sections to the adjusted land price framework following investment and upgrades. The proposed prices for these new roads and sections are based on market research and surveys.
In Đơn Dương district, it is proposed to merge certain road sections within the same area to ensure consistent land prices. In Lâm Hà district, a recently invested and upgraded road section has been suggested for a price adjustment. Additionally, some districts have made corrections to the number of plots, map sheets, and other details to align with reality.
Regarding Đà Lạt City, the local People’s Committee submitted a proposal for revising the land price framework on August 12, 2024, but retracted it the following day to review and clarify certain aspects. On August 22, the People’s Committee requested an extension for providing feedback, pending the opinion of the City Party Committee’s Standing Board.
To ensure the timely completion of the revised land price framework, the Department of Natural Resources and Environment presented the proposal submitted by the People’s Committee of Đà Lạt on August 12. The department has requested Đà Lạt City, Bảo Lộc City, and the ten districts to prepare comprehensive dossiers related to the land price adjustment proposals for presentation to the Lâm Đồng Land Price Appraisal Council.
The Appraisal Council will review and provide feedback to the Department of Natural Resources and Environment, which will then finalize the draft adjusted land price framework and proceed with the next steps.
According to the draft adjusted land price framework for the 2020-2024 period in Lâm Đồng Province, the highest agricultural land price in Đà Lạt City is VND 1.2 million/m2, while the highest rural land price is VND 4.83 million/m2. The highest urban land price is VND 72.8 million/m2, applicable to Hòa Bình Ward (including all roads and the intra-city bus station) and all roads on Nguyễn Thị Minh Khai Street.
Compared to the pre-adjustment price framework, considering the highest prices and excluding the coefficient factor, agricultural land prices in Đà Lạt City are expected to increase by six times, rural land prices by 2.3 times, and urban land prices by 1.3 times.
In Bảo Lộc City, the highest adjusted price for agricultural land is VND 546,000/m2, while the highest price for rural land is VND 9.6 million/m2. The highest urban land price is VND 35.1 million/m2, applicable to a section of Lê Hồng Phong Street from Kim Đồng Street to the end of Trần Phú Street.
Compared to the previous land price framework, and considering the highest prices without the coefficient factor, agricultural land prices in Bảo Lộc City are projected to increase by 4.3 times, rural land prices by more than double, and urban land prices by 1.8 times.
