Governor of Quang Tri Province Inspects Key Road Projects

On August 25, Mr. Vo Van Hung, Chairman of the People’s Committee of Quang Tri Province, inspected the progress of the Eastern Bypass Road project in Dong Ha City, Quang Tri Province. The project comprises two sections: from Nguyen Hoang Road intersection to south of Song Hieu Bridge, and from Doc Mieu to National Highway 9, connecting Cua Viet Port to National Highway 1.

With a total investment of VND 230 billion and a route length of over 4.2 km, the project is scheduled for completion between 2024 and 2025. So far, VND 203 billion (88.26%) of the total capital has been allocated, and VND 80.22 billion (35%) has been disbursed.

However, the project faces challenges due to the transition between the Land Laws of 2024 and 2013, resulting in policy inconsistencies and delays in land clearance. Additionally, construction has been temporarily halted due to disagreements over compensation packages with some households.

On the same day, the Chairman also inspected another section of the Eastern Bypass Road project, stretching from Doc Mieu to National Highway 9, with a total investment of VND 399.96 billion from the state budget for the 2021-2025 medium-term public investment plan. The 13.3 km road is designed as a Grade III plain road and is expected to be completed by December 31, 2024.

As of August 23, 2024, the project has achieved a realization of VND 83 billion (29.46%) of the contract value. In terms of disbursement, VND 55.90 billion (59%) has been disbursed for 2024, and a cumulative VND 186 billion (75%) for the entire project.

Regarding land clearance, the local authorities have handed over 11.8 km (89%) of the required 13.29 km. The remaining 1.5 km is expected to be cleared by September 15, 2024. However, there are still disagreements over compensation rates among some households in the affected communes.

During the inspection, the provincial authorities agreed on several measures to expedite land clearance and finalize the reports for submission to the People’s Committee of Quang Tri Province for approval to acquire the remaining land outside the project’s scope.

Mr. Vo Van Hung emphasized the significance of this project in boosting local economic development and reducing traffic congestion on National Highway 1A in Dong Ha City, as well as improving road safety in the province. He stressed that completing the project on time and putting it into use is a political task that requires the collective effort of the entire political system.

The Chairman applauded the determination of the sectors and units to complete the project ahead of schedule and instructed the construction units to take advantage of the favorable weather, concentrate resources, and increase shifts to ensure the project’s progress and quality.

Regarding the investor’s proposals, he instructed the relevant sectors and units to study and apply the most favorable policies for the affected people in terms of compensation for land clearance. For exceptional cases beyond their authority, the functional branches were tasked with providing advice and proposing specific solutions under the authority of the Chairman of the Quang Tri People’s Committee.
