Phan Van Thanh, the suspect

On August 27th, the Gia Lai Provincial Police announced that the Investigation Police Agency had arrested the wanted fugitive Phan Van Thanh (born in 1970, residing in Dien Hong Ward, Pleiku City, Gia Lai Province) on charges of “fraudulent appropriation of property” and “using fake seals and documents of agencies and organizations.”

Initially, the police determined that from January 2016 to February 2017, Thanh ordered the fabrication of four Land Use Right Certificates (known as “red books” in Vietnam) in his name for four land plots in Chi Lang Ward (Pleiku City). He then used these fake certificates to pawn and borrow money from three pawnshops in Pleiku City, obtaining over VND 1.3 billion. Afterward, Thanh fled the area.

After years of hiding, the Investigation Police Agency of Gia Lai Provincial Police, using professional measures, located and apprehended Thanh in Hiep Thanh Ward, District 12, Ho Chi Minh City, on August 25th.
