The People’s Committee of Nghe An Province has issued a decision approving the investment policy and selecting the investor for the 220kV Nam Cam Substation and connecting power line project. Accordingly, the investor approved by the People’s Committee of Nghe An Province is the National Power Transmission Corporation (EVNNPT) according to Decision No. 97/QD-UBND dated August 23, 2024. The project is expected to be completed and energized in the first quarter of 2025.

Nghe An Province is located in the central region of North Central Vietnam and has an area of 16,489.97 km2 – the largest province in the country. In the first six months of 2024, Nghe An’s GRDP growth rate reached 6.76%, ranking 26th in the nation.

The project aims to enhance the stability of power supply to the load in Nghe An Province, reduce power losses and energy losses in the power system, and improve the production and business efficiency of the Vietnam Electricity Group and the National Power Transmission Corporation.

The 220kV Nam Cam Substation is planned to be built in Hamlet 1, Nghi Hoa Commune, Nghi Loc District, Nghe An Province. The 220kV power line will pass through the territories of five communes: Nghi Hoa, Nghi Phuong, Nghi My, Nghi Cong Bac in Nghi Loc District, and Hung Trung Commune in Hung Nguyen District.

The 220kV substation is designed as a semi-indoor and semi-outdoor structure. Some of the main works include: Central Control House; Security Guard House; Operator Rest House; Pump Station; 220kV, 110kV, and 22kV distribution equipment; Control and protection devices and AC/DC cabinets are placed in the central control house; Internal road system.

The connecting 220kV power line is a linear structure, including steel lattice towers, 2 circuits, with the starting point being the connection points on the existing 220kV Quynh Luu – Hung Dong (Vinh) Circuit 1 and 220kV Nghi Son – Hung Dong (Vinh) Circuit 2 power lines, and the endpoint being the new 220kV gate tower of the 220kV Nam Cam Substation, with a length of about 2.9km for Branch 1 and 3.9km for Branch 2.

The People’s Committee of Nghe An Province assigns the National Power Transmission Corporation to: Take full responsibility for the legality, accuracy, and truthfulness of the information, documents, and data in the application dossier for investment policy approval and other documents sent to state management agencies in accordance with regulations. Implement investment assurance measures in accordance with the Law on Investment 2020 and Decree No. 31/2021/ND-CP dated March 26, 2021, of the Government within 30 working days from the date of approval of the investment policy and selection of the investor.

Coordinate with relevant departments and branches and the People’s Committees of Hung Nguyen and Nghi Loc districts to complete related procedures (land, construction, traffic, irrigation, etc.) and financial obligations to the state budget in accordance with regulations before deploying and focusing on implementing the project on schedule.

The implementation process of the project must fully comply with the provisions of the law (on investment, electricity, enterprises, land, environment, etc.).

The People’s Committees of Hung Nguyen and Nghi Loc districts are responsible for the legality, determination of origin, area, type of land, and owner of the land for each specific land plot in the proposed project area, and other related contents in accordance with regulations.

Hung Nguyen and Nghi Loc districts are responsible for monitoring and urging investors to implement the project on schedule and in accordance with regulations; performing state management functions in the fields of investment, construction, land, and environment, ensuring security and order, etc., for the project in accordance with the law, including updating the project in other relevant plans (if any) and submitting it to the competent authority for approval in accordance with regulations. Quarterly review and report on the project’s progress to the Department of Planning and Investment; update the project’s implementation status on the province’s investment monitoring software.

Departments and sectors: Planning and Investment, Industry and Trade, Natural Resources and Environment, Construction, Finance, Transport, Agriculture and Rural Development, Culture and Sports; Southeast Economic Zone Management Board; Nghe An Provincial Tax Department shall, in accordance with their functions and tasks, be responsible for guiding, inspecting, and supervising investors in completing procedures and obligations in accordance with the current regulations.
