The 500 kV Project: A Race Against Time, Setting New Records

On the morning of August 29, Vietnam's Prime Minister Pham Minh Chinh, a member of the Communist Party of Vietnam Central Committee's Political Bureau, attended the inauguration ceremony of the 500 kV power transmission line Project, running from Quang Trach district in Quang Binh province to Pho Noi district in Hung Yen province. This national key project, completed in time for the 79th anniversary of the August Revolution and National Day on September 2, has set multiple records.

The inauguration ceremony was held virtually with the main venue in Hung Yen and 8 other locations in the provinces through which the project passes: Hai Duong, Thai Binh, Nam Dinh, Ninh Binh, Thanh Hoa, Nghe An, Ha Tinh, and Quang Binh.

Attending the event at the 9 venues were: Member of the Politburo, Secretary of the Central Committee of the Vietnam Fatherland Front, Do Van Chien; Deputy Prime Ministers Tran Hong Ha, Le Thanh Long, and Ho Duc Phoc; leaders of central committees, ministries, and localities, as well as representatives from the electricity sector, engineers, workers, and local people from the project-affected areas.

Immediately after, the Prime Minister attended the ceremony to unveil the plaque of the 500kV Transmission Line Project, Mach 3, as a project to celebrate the 95th anniversary of the Vietnam Trade Union (July 28th, 1929 – July 28th, 2024) and the 70th anniversary of the Traditional Day of the Vietnam Electricity Industry (December 21st, 1954 – December 21st, 2024).

A Key National Project Setting Multiple Records

The 500kV Transmission Line Project, Mach 3, from Quang Trach to Pho Noi, is a double-circuit 500kV line, approximately 519 km long, passing through 9 provinces, with a total investment of over VND 22,300 billion, consisting of 4 component projects. It was commenced in January 2024. The entire project comprises 1,177 pole foundations and 513 anchor spans.

The project execution faced numerous challenges due to the large volume of work, equipment, and technical requirements, including the need to import certain materials, requiring a large workforce, and adverse weather conditions, such as extreme heat or thunderstorms, as well as complex terrain in certain localities known for heavy rainfall and high temperatures.

Thanks to the resolute and close direction of the Government and the Prime Minister, the engagement of the entire political system, ministries, sectors, and related agencies, and the support of the people, with the spirit of “overcoming the sun, winning against the rain, and not losing to the wind and storms,” “only discussing how to do, not how not to do,” “working during the day is not enough, we must work at night,” “eating hastily and sleeping urgently,” “working continuously 24/7,” “3 shifts, 4 teams,” and “working through Tet holidays, days off, and festive days,” the 500kV Transmission Line Project, Mach 3, from Quang Trach to Pho Noi, was completed in just 6 months, instead of the usual 3-4 years. Several records were set, including the shortest investment procedures and construction time.

Speaking at the event, Prime Minister Pham Minh Chinh stated that in recent years, Vietnam’s socio-economic development has been robust, requiring an average electricity growth rate of 10-12% per year. There were times when localized power shortages occurred, such as in the North at the beginning of 2023.

Therefore, since June 2023, the Government and the Prime Minister have directed resolutely, requiring ministries, sectors, agencies, and enterprises to urgently implement synchronous solutions to ensure sufficient power supply for the North during the peak months of 2024 and subsequent years, not allowing any power shortages under any circumstances. One of the critical solutions was the early implementation of the 500kV Transmission Line Project, Mach 3, from Quang Trach to Pho Noi.

Recalling the rapid process of completing the entire project in just over 6 months, meeting all the set requirements, especially in terms of investment preparation and capital sources, site clearance, ensuring input materials, equipment, and organizing the implementation and construction, the Prime Minister mentioned the many noble acts witnessed during the project execution, such as the support from units, mass organizations, and the people for the project.

“The touching images of thousands of young volunteers and armed forces members drenched in sweat, with muddy hands, participating in wire pulling, transporting materials, and cleaning houses and structures along the route, as well as traffic control; the images of women providing water, food, and fruits to support the workers during the hot summer days; the joyful and excited moments of the workers and laborers on the construction site and atop the high poles, or the images of climbing mountains and crossing streams to transport materials and pull wires, have created a spirited atmosphere, reflecting the joy, happiness, and pride of those who were able to participate in this key national project,” the Prime Minister shared emotionally.

The Prime Minister emphasized that throughout the 70 years of building and developing the Vietnam Electricity Industry (1954-2024), with numerous achievements and accomplishments, the Vietnam Electricity Group (EVN) has been highly appreciated and awarded noble titles by the Party, State, and people, including the Gold Star Order, Hero of Labor, and Ho Chi Minh Order.

Carrying forward the heroic tradition of the electricity industry, the rapid construction and completion of a workload twice or thrice the usual, but in just one-fifth of the time compared to Mach 1 and Mach 2 projects, demonstrated the remarkable growth, outstanding achievements, and commendable performance of EVN, the National Power Transmission Corporation (EVNNPT), project management units, contractors, and over 12,000 engineers, workers, and laborers from the electricity sector who participated in the project.

Prime Minister Pham Minh Chinh commended the spirit, determination, and resolute and effective involvement of the ministries, sectors, forces, socio-political organizations, project management units, consulting and construction contractors, material and equipment suppliers, localities, especially the people and political system of the project-affected areas, and the engineers, workers, and laborers on the construction site, and other related entities, for their contributions to the project’s success.

The Head of the Government pointed out that the 500kV Transmission Line Project, Mach 3, from Quang Trach to Pho Noi, holds special significance in terms of economics, politics, society, national defense, and security.

The project is a strategic undertaking, ensuring national energy security and addressing localized power shortages in the North. It is a testament to the belief and strength of the great national unity, reflecting the Party and State’s viewpoint of “The people are the root,” and the united efforts of the entire political system under the Party’s leadership. It also holds significance for businesses and foreign investors regarding power supply assurance, especially in high-tech fields, reinforcing their confidence in Vietnam’s commitment to “saying and doing,” and “doing and achieving concrete, measurable results.”

The project embodies the aspirations, confidence, and spirit of the Vietnamese people, with the attitude of “turning nothing into something, turning difficulties into ease, and turning impossibilities into possibilities.” It signifies connectivity and regional linkage, emphasizing the responsibility and outstanding efforts, initiative, creativity, and resoluteness of the involved entities.

Lessons Learned for Implementing Large-Scale Projects in the Country

Emphasizing that “resources stem from thinking and vision, motivation comes from innovation and creativity, and strength arises from the people and businesses,” the Prime Minister stated that this project has provided valuable lessons in managing and implementing large-scale projects that can be applied to subsequent projects.

These include lessons in leadership, management, direction, and command, characterized by clear thinking, high determination and effort, resolute actions, focus, and efficiency, with clear assignments of tasks, responsibilities, timelines, and measurable outputs for easy monitoring, urging, and evaluation.

Along with this, it is essential to promote the strength of great national unity, mobilizing the entire political system from the central to local levels, within and outside the sector, the military and public security forces, the Fatherland Front, mass organizations, and especially the people, with the spirit of “unity from top to bottom and smooth coordination from side to side,” and “leading from the front and responding from the rear.”

Another lesson is the relentless effort, initiative, and resoluteness of the electricity sector and the close coordination of state corporations and enterprises at both central and local levels, as well as the collaboration between state-owned and private enterprises, with the spirit of “sharing, understanding, working together, and enjoying success and development together, with joy, happiness, and pride.”

Additionally, it is crucial to foster a vibrant emulation movement, arousing national pride and patriotism, promptly commending and rewarding exemplary individuals and deeds on the construction site, and encouraging the media to portray positive role models, thereby creating a supportive environment and consensus among the people for project implementation.

The Prime Minister emphasized the importance of drawing practical lessons from this project to apply to other key national projects in infrastructure development, such as expressways, airports, seaports, high-speed railways, urban railways, and strategic projects, in terms of controlling and accelerating progress from investment preparation, capital sourcing, and site clearance to construction execution, while mobilizing resources and minimizing project duration without compromising quality, technical standards, safety, and environmental hygiene, and avoiding cost overruns.

The Prime Minister requested EVN and EVNNPT to coordinate with local authorities to ensure proper restoration and environmental sanitation post-construction, and to operate the 500kV Transmission Line Project, Mach 3, along with the entire national power system, safely and efficiently. Furthermore, they should continue investing in power sources and the grid system to meet the electricity demands for socio-economic development and actively contribute to social welfare and the stabilization of people’s lives.

The Prime Minister directed the authorities of the 9 provinces through which the project passes to coordinate with the investor to continue caring for and improving the lives of people affected by the project in the project-affected areas, ensuring that their new living conditions are at least equal to, if not better than, their previous ones.

The immediate focus should be on providing sustainable livelihoods and suitable job opportunities, ensuring that people have adequate food, clothing, and land for production, and gradually enhancing their material and spiritual needs, cultural life, and security. Attention should also be given to education and knowledge improvement for the younger generation, fostering integration and prosperity.

According to the Prime Minister, the spirit and determination demonstrated in the 500kV Transmission Line Project, Mach 3, have inspired the people, businesses, and the entire political system in carrying out other critical national infrastructure projects, contributing to the country’s infrastructure development and the successful implementation of the infrastructure breakthrough strategy set by the 11th, 12th, and 13th Party Congresses. These efforts are also aligned with the two strategic goals of building and defending the Socialist Vietnam, and toward celebrating the Party Congresses at all levels and the 14th National Party Congress.
