A New Dawn for Danang: Unleashing the City’s Potential for Breakthrough, Rapid Development

Prime Minister Pham Minh Chinh has outlined nine key tasks and three overarching missions to implement the resolutions of the Party, National Assembly, and Government on special mechanisms and policies for the development of Da Nang. These mechanisms aim to propel Da Nang's growth to new heights, achieving rapid and breakthrough progress that keeps pace with the nation's advancement and enables the city to "catch up, move together, integrate, and surpass" in this new era.

In the afternoon of August 31, in Da Nang, Politburo member, Prime Minister Pham Minh Chinh chaired the Conference on the promulgation and implementation of Resolution No. 136/2024/QH15 of the National Assembly on the organization of urban administration and piloting several mechanisms and special policies for the development of Da Nang city.

According to the reports and opinions at the Conference, the National Assembly has carefully studied and discussed to boldly approve many new mechanisms and policies for Da Nang in Resolution 136. The Resolution stipulates the official implementation of the organization of urban administration and continues to allow the implementation of mechanisms and policies that are stronger than those in the previous Resolution.

Resolution No. 136 consists of 04 chapters, 18 articles, 77 clauses, and 159 points, and will officially take effect from January 1, 2025, with 30 mechanisms and policies. Regarding the organization of urban administration in Da Nang city, there are 9 policies, including 7 similar policies that have been applied in other localities and 02 newly proposed policies.

In terms of mechanisms and policies, 21 policies will be piloted, including 6 similar policies that have been allowed by the National Assembly, 10 similar policies with adjustments and supplements suitable to the city’s reality, and 05 newly proposed policies.

Resolution No. 136 includes many contents that inherit the special regulations that have been applied in other localities and introduce some new mechanisms and policies in various fields (such as investment, finance, budget, planning, natural resources and environment, science and technology, information and communications…), with some contents being breakthrough.

Speaking at the Conference, Prime Minister Pham Minh Chinh emphasized the goal of developing Da Nang to match its potential, unique advantages, outstanding opportunities, and competitive edge.

Da Nang possesses many unique advantages, outstanding opportunities, and a competitive edge in terms of its natural conditions, human resources, and cultural and historical traditions. It is an important transport hub with all types of transportation available. The city has great potential for developing industries, marine economy, tourism, and services. Moreover, it boasts abundant human resources and a rich cultural and historical heritage, along with a proud revolutionary tradition.

The Prime Minister highly appreciated the fact that since 2001, the city has implemented the “Five Noes” program: no hungry households, no illiteracy, no homeless people, no drug addicts in the community, and no robbery or murder. Da Nang has also continued with the “Three Haves” program: having a house to live in, having a job, and having a cultured and civilized lifestyle. In 2016, the city launched the “Four Ans” program: security and social order, traffic safety, food safety, and social security.

However, Da Nang also faces challenges and difficulties regarding the environment, traffic, medical infrastructure, culture, sports, tourism, and human resource development. Therefore, it is necessary to remain calm, patient, and persistent, without being perfectionist or hasty, and to have suitable and effective methods to promote unique advantages, outstanding opportunities, and competitive edge while overcoming challenges and difficulties.

Basis for confident innovation, rapid and breakthrough development

According to the Prime Minister, the development of Da Nang and the implementation of Resolution 136 of the National Assembly have sufficient political, legal, and practical bases, including resolutions of the Party’s Congresses, resolutions of the Central Committee, and the theoretical system on socialism and the path to socialism in Vietnam, which has been basically formed. These are the foundations for confident innovation and creativity, creating a breakthrough and rapid development of Da Nang.

The Politburo has issued Resolution No. 43-NQ/TW dated January 24, 2019, on building and developing Da Nang by 2030, with a vision to 2045, and Conclusion No. 79-KL/TW dated May 13, 2024, on continuing the implementation of Resolution No. 43-NQ/TW.

The National Assembly has issued Resolution No. 119/2020/QH14 dated June 19, 2020, on piloting the model of urban administration and mechanisms and policies for the development of Da Nang, and recently, Resolution No. 136/2024/QH15 dated June 26, 2024.

The Prime Minister has issued Decision No. 1287/QD-TTg dated November 2, 2023, approving the master plan for Da Nang for the period of 2021-2030, with a vision to 2050.

According to the Prime Minister, Resolution 136 has many new provisions, notably the competence of relevant agencies to perform tasks and powers of the People’s Councils of districts and wards according to the law (Articles 7 and 8); attracting strategic investors (Article 12); establishing the Da Nang Free Trade Area (Article 13); land retrieval for the construction of items and works to form a logistics center (Article 11); developing the field of semiconductors and artificial intelligence (Article 14); investing in, managing, exploiting, and handling assets of infrastructure, equipment, and facilities for the development of science and technology and innovation (Article 14).

The Prime Minister applauded Da Nang for its well-organized and proactive implementation of Resolution 136, ensuring a full legal basis and the most favorable conditions for the Resolution’s execution.

Specifically, the Standing Committee of the City Party Committee has issued Directive No. 44-CT/TU dated July 22, 2024, on leading the implementation of Resolution No. 136, and Decision No. 11326-QD/TU dated August 5, 2024, on the establishment of the Steering Committee for the implementation of Resolution No. 136. The City People’s Council has issued Resolution No. 57/NQ-HDND dated July 30, 2024, and the City People’s Committee has issued Decision No. 1800/QD-UBND dated August 20, 2024, on the plan for the implementation of Resolution No. 136.

According to the Prime Minister, in the future, the effective implementation of Resolution 136 will be of great importance to Da Nang’s development, helping the city to break through and take the lead, opening up opportunities to unlock investment and financial resources, improve the business and investment environment, enhance competitiveness, and build a streamlined apparatus…

To turn these goals into reality, Da Nang cannot work alone but must be self-reliant and self-sufficient under the leadership of the Party, the management of the State, the companionship of the entire political system, the unity of the people and businesses, and the support of international friends.

The Prime Minister emphasized the need for a clear vision, strong determination, great efforts, and resolute actions with a focus on key tasks. Once committed, it must be done; there should be no retreat, and success must be achieved. This spirit must permeate the entire political system and spread to the people and businesses.

The time from now until the Resolution 136 takes effect (January 1, 2025) is not much (04 months); the Prime Minister requested that the central ministries, sectors, and Da Nang city resolutely take action, actively coordinate, and promptly form a full legal basis to implement Resolution 136 as soon as it takes effect.

The Prime Minister has issued a decision to establish a Central Steering Committee to implement Resolution 136. After this Conference, the Steering Committee will urgently arrange the first meeting to unify the functions, tasks, and progress of the implementation among the Steering Committee members.

The Prime Minister stated that the main idea in implementing Resolution 136 and developing Da Nang is to strongly promote the spirit of self-reliance and self-sufficiency, along with the glorious historical traditions, unity, dynamism, initiative, and creativity. It is also necessary to mobilize resources effectively, exploit unique advantages, outstanding opportunities, and the competitive edge of Da Nang to rise based on its internal strength, without relying on others.

Along with this, it is essential to review, detect, and promptly amend or supplement any inconsistencies or contradictions in the system of legal documents; enhance decentralization and delegation of power in tandem with resource allocation, improved implementation capacity, and tools for strengthened inspection, supervision, and urging. Clear assignment of tasks must be ensured, with specific persons, tasks, responsibilities, timelines, outputs, and outcomes.

At the same time, it is crucial to promote the improvement of the business and investment environment, encourage fair and transparent competition, resolutely eliminate the mechanism of “asking and giving”, and create an environment for corruption, negativity, and vested interests. People should be placed at the center as the subject, target, resource, and driving force, while institutions, mechanisms, and policies are also considered resources and driving forces for development, in line with the strategic breakthrough.

Piloting the Da Nang Free Trade Area

According to the Prime Minister, Resolution 136 cannot solve all the problems of Da Nang, and there will still be many difficulties and complexities. However, in general, “the mechanism is available, the perception is clear, and the tasks are very specific.”

“It can be said that Da Nang has the right time, location, and harmony to implement Resolution 136. The key is to organize the implementation with a more aggressive mindset and closer coordination and more effective, synchronous, and scientific deployment,” said the Head of the Government.

The Prime Minister requested the ministries, sectors, and Da Nang city to focus on implementing the following 9 groups of key tasks.

The Ministry of Home Affairs shall take the lead and coordinate with the ministries, sectors, and the People’s Committee of Da Nang city to develop and submit to the Government for issuance of a Decree regulating the organization and operation of the District People’s Committee and the responsibilities of the Chairman of the District People’s Committee; the organization and operation of the Ward People’s Committee and the responsibilities of the Chairman of the Ward People’s Committee; the election, recruitment, management, and employment of civil servants working for the People’s Committee and officials and civil servants working at the ward and commune levels; and the formulation of estimates, execution, and finalization of the district and ward budgets in Da Nang city (to be completed by November 2024).

The Ministry of Construction shall take the lead and coordinate with the ministries, sectors, and the People’s Committee of Da Nang city to develop and submit to the Prime Minister for issuance of a Decision on piloting the delegation of authority and the procedure for approving adjustments to the master plan for functional areas and the urban master plan of Da Nang city (to be completed by November 2024).

The Ministry of Information and Communications shall research and support the development of plans for the production of information technology products, chips, artificial intelligence, cloud computing, etc. (to be completed by December 2024).

The Ministry of Science and Technology shall research and guide the development of plans to promote scientific and technological research, innovation, and the flexible and effective application of the achievements of the Fourth Industrial Revolution.

The Ministry of Education and Training shall develop plans for high-quality human resource training for Da Nang city (to be completed in the first quarter of 2024 if possible).

The Ministry of Labor, War Invalids, and Social Affairs shall develop plans for vocational training and improvement of vocational skills and knowledge related to new industries and growth drivers for Da Nang city.

The Ministry of Planning and Investment shall take the lead and coordinate with the ministries, sectors, and the People’s Committee of Da Nang city to research, develop, and submit to the Prime Minister for issuance of a Decision on the establishment of the Da Nang Free Trade Area and its Regulations; and at the same time, study the adjustment and supplementation of the function of managing the Da Nang Free Trade Area.

According to the Prime Minister, piloting the Da Nang Free Trade Area is a new and challenging task, but it must be done, no matter how difficult it is. This is not only the task of the city but also requires the central ministries and sectors to focus on studying and accompanying Da Nang.

Regarding the second group of tasks for the locality, the Prime Minister requested the Da Nang City People’s Council, within its competence, to organize the implementation of 29 tasks, and the Da Nang City People’s Committee to organize the implementation of 11 specific tasks to realize Resolution 136 before December 31, 2024.

The Prime Minister requested a high level of leadership and direction in implementing the Party’s guidelines, the National Assembly’s Resolution, and the Government and Prime Minister’s directives with the highest possible efficiency, focusing on three overarching tasks regarding the apparatus, human resources, and resource mobilization.

First, it is necessary to promptly reorganize and streamline the apparatus and assign suitable personnel who are capable of fulfilling the assigned tasks.

Second, it is essential to be confident and determined, dare to think and act, continue to innovate and be self-reliant, and promote the city’s unique advantages, outstanding opportunities, and competitive edge.

Third, efforts should be made to mobilize all social resources, including domestic and foreign resources, state and private resources, and financial, human, technological, and managerial resources, to implement the tasks mentioned in the Resolutions. The mechanisms and policies should be flexible, the infrastructure should be smooth, and the governance should be intelligent.

Believing that with the availability of flexible mechanisms and policies, there will be a high sense of responsibility before the Party, State, and people, the Prime Minister hoped and trusted that Resolution 136 would be effectively implemented, and Da Nang would join the country in “catching up, going side by side, integrating, and surpassing” in the new development phase.
