The Ho Chi Minh City Steering Committee for Compensation, Support, and Resettlement has issued an urgent dispatch to the People’s Committee of Cu Chi District and the Ho Chi Minh City Management Authority for Transport Construction Projects regarding land retrieval, compensation, support, and resettlement for the Ho Chi Minh City – Moc Bai Expressway construction project.
Regarding the progress of the project and the plan for the implementation of Component 3 of the Ho Chi Minh City – Moc Bai Expressway project (compensation, support, and resettlement for the section passing through Ho Chi Minh City), the project approval is expected in January 2025.
The approval of the compensation, support, and resettlement plan, the issuance of land retrieval decisions, and the implementation of compensation payments (for phase 1 – agricultural land and residential land where people agree with the compensation plan, support, and resettlement and hand over the land ahead of schedule) are scheduled for April 2025.
Land handover is set to begin in April 2025 to facilitate the commencement of the infrastructure relocation package under Component 3.
To expedite the project’s progress, the Ho Chi Minh City Steering Committee for Compensation, Support, and Resettlement has requested the People’s Committee of Cu Chi District to coordinate with the Ho Chi Minh City Management Authority for Transport Construction Projects to promptly issue land retrieval notices to all affected households in the project. The deadline for completing this task is set for September 10.
The committee aims to complete the investigation, survey, measurement, inventory, legal document collection, confirmation of land origin and usage history by October 30, as per regulations.
The Ho Chi Minh City – Moc Bai Expressway (phase 1) is being developed under the Public-Private Partnership (PPP) model with a Build-Operate-Transfer (BOT) contract. The project has received approval from the Prime Minister through Decision No. 760/QDD-TTg dated August 2, 2024.
The preliminary total investment for the project is VND 19,617 billion, including construction and equipment costs of VND 9,273 billion, compensation, support, resettlement, and infrastructure relocation costs of VND 6,774 billion, etc.
The project is divided into four components, with Component 3 having a total investment of VND 5,270 billion and being implemented through public investment.
According to the Ho Chi Minh City Steering Committee for Compensation, Support, and Resettlement, the estimated compensation, support, and resettlement cost for Component 3 has increased by VND 1,832.7 billion compared to the preliminary cost estimate in the approved pre-feasibility study report (Decision No. 760/2024). This increase in compensation cost is due to the application of the 2024 Land Law.
Component 3, spanning about 24.7 km through 11 communes of Cu Chi District, will affect an area of approximately 182 hectares. There are over 1,808 affected cases in the expected retrieval area, including 336 cases eligible for resettlement. As of now, information and land-use certificates have been collected for 1,794 out of 1,808 cases, reaching 99%.
