The Thriving Province of Thua Thien – Hue: Forging a Centrally-Administered City

The Deputy Prime Minister has signed a decision recognizing Thua Thien - Hue as a proposed site for the establishment of a centrally-controlled city, meeting the criteria of a first-tier urban area. This decision underscores the region's potential to become a prominent urban center, comprising 2 districts, 3 towns, and 4 rural districts.

On August 30, leaders of the People’s Committee of Thua Thien-Hue province announced that Deputy Prime Minister Tran Hong Ha had signed Decision No. 924/QD-TTg recognizing the province as meeting the criteria to become a first-class urban area and a centrally-governed city.

The decision evaluated the entire current administrative boundary of Thua Thien-Hue, covering an area of 4,947.11 square kilometers. The proposed inner city area, covering 266.46 square kilometers, is expected to be divided into two districts, comprising the current area of Hue City with 13 wards.

According to Resolution No. 54-NQ/TW dated December 10, 2019, of the Politburo, the Prime Minister-approved Provincial Planning No. 1745/QD-TTg, General Planning No. 108/QD-TTg, and the Thua Thien-Hue Urban Development Program, by 2025, Thua Thien-Hue is envisioned to become a centrally-governed city. The proposed urban model comprises nine administrative units, including two districts, three towns, and four districts.

Specifically, the proposed district of Phu Xuan would cover an area of 127.05 square kilometers with a population of approximately 203,142 people, encompassing 13 wards of the current Hue City, including An Hoa, Dong Ba, Gia Hoi, Thuan Loc, Tay Loc, Thuan Hoa, Kim Long, Huong So, Huong Long, Phu Hau, Huong An, Huong Vinh, and Long Ho.

The second district, Thuan Hoa, would be established on the remaining area of the current Hue City, covering 139.41 square kilometers with a population of about 297,507 people. It would comprise 19 wards: An Cuu, An Tay, Vy Da, Phuoc Vinh, Truong An, Phu Nhuan, Thuy Bieu, Phu Hoi, An Dong, Vinh Ninh, Phuong Duc, Thuy Xuan, Xuan Phu, Thuy Van, Phu Thuong, Huong Phong, Thuy Bang, Thuan An, and Duong No.

The centrally-governed city of Hue is expected to include three towns: Phong Dien, Huong Thuy, and Huong Tra. These towns will play a role in preserving and supporting the central urban area, promoting the values of the ancient capital and the cultural and natural heritages recognized by UNESCO. The four districts of the city would be Phu Vang, Quang Dien, A Luoi, and the proposed merger of Phu Loc and Nam Dong districts.

After a thorough review and evaluation, Thua Thien-Hue province has met the criteria and standards of a first-class centrally-governed city, as per Resolution No. 26/2022/UBTVQH15 dated September 21, 2022, and Resolution No. 1210/2016/UBTVQH13 of the National Assembly Standing Committee. The two proposed districts and the five proposed wards have also met the infrastructure development standards for districts and wards of a first-class centrally-governed city.

The appraisal committee highly appreciated the urban infrastructure development in Thua Thien-Hue, which has gradually affirmed the role, potential, and strengths of Hue with a clear system of functional areas. It is a modern city that preserves the cultural identity of Hue, characterized by its unique cultural, heritage, ecological, scenic, environmentally friendly, and intelligent values.

The appraisal council unanimously approved the project, evaluating Thua Thien-Hue province as meeting the criteria for a first-class centrally-governed city with a total score of 82.91 points.

The council also assessed that the two proposed districts met the infrastructure development standards of districts in a first-class centrally-governed city and unanimously agreed that the five proposed wards met the infrastructure development standards of wards in a first-class centrally-governed city.

The existing urban areas in Thua Thien-Hue were also reviewed and found to meet the urban classification criteria, including the town of Huong Thuy, the town of Huong Tra, and the five class-5 towns of A Luoi, Khe Tre, Sia, Phu Loc, and Lang Co, along with the towns of Phu Da, Thanh Ha, Vinh Thanh, and La Son.
