7.1 Billion VND Compensation for Ho Chi Minh City – Moc Bai Expressway Project
The investment project for the construction of the Ho Chi Minh City – Moc Bai Expressway has been approved by the Prime Minister of Vietnam, as per Decision No. 760/QD-TTg issued on August 2, 2024. The total investment capital is estimated at VND 19,617 billion, divided into two phases. The first phase will consist of four lanes, while the second phase will expand to six to eight lanes.
This expressway will be the shortest route connecting Ho Chi Minh City to Cambodia via the Moc Bai international border gate. The project aims to facilitate the development of the Moc Bai – Ho Chi Minh City – Cai Mep – Thi Vai industrial chain, in line with the Trans-Asian economic corridor.
It will also promote the development of industrial parks and export processing zones along the route, especially the Moc Bai border gate economic zone. The project is expected to commence in 2024, with a target completion date of 2027.
A total of 1,808 cases will be affected by the land acquisition for the expressway, out of which 336 cases are eligible for resettlement. The Ho Chi Minh City Compensation, Support, and Resettlement Steering Committee reported on August 30 that they have collected information and land use certificates from 1,794 out of the 1,808 affected cases, achieving a rate of 99%. This positive progress indicates a smooth land clearance process in the Ho Chi Minh City area, enabling the expressway project to move forward.
The total estimated compensation cost for the project, for the section passing through Ho Chi Minh City, is VND 7.1 billion, an increase of VND 1,832.7 billion from the initial estimate.
Connecting Ho Chi Minh City – Moc Bai Expressway with Phnom Penh – Ba Vet Expressway
Last month, the Ministry of Transport directed relevant units to implement the connection between the Ho Chi Minh City – Moc Bai Expressway and the Phnom Penh – Ba Vet Expressway in Cambodia.
Previously, the Government Office conveyed the directive of Deputy Prime Minister Tran Hong Ha, instructing the Ministry of Transport to promptly act on the Government’s decision regarding the connection point between the two expressways.
According to the Ho Chi Minh City People’s Committee, the city has been assigned by the Prime Minister as the authorized agency for the Ho Chi Minh City – Moc Bai Expressway project. In response to the Ministry of Transport’s proposal to study the connection between the two expressways, the city has coordinated with Tay Ninh province and provided feedback to the ministry.
The connection between the Ho Chi Minh City – Moc Bai Expressway and the Phnom Penh – Ba Vet Expressway falls outside the scope of the Ho Chi Minh City – Moc Bai Expressway project, which is currently under consideration by the Prime Minister for investment approval.
Currently, the connection between Vietnam and Cambodia at the Moc Bai – Ba Vet border gate relies on National Highway 22 on the Vietnamese side and National Highway 1 on the Cambodian side.
As Tay Ninh province is in the process of establishing a master plan for the Moc Bai border gate economic zone, it is crucial to prioritize the study of the connection between the expressway from Ben Cau town to the area near Cay Me checkpoint with the Phnom Penh – Ba Vet Expressway.
The Ho Chi Minh City People’s Committee stated that the memorandum of understanding between Vietnam and the Cambodian Ministry of Public Works and Transport clearly specified the location of the Phnom Penh – Ba Vet Expressway near the Cambodian-Vietnamese border. It is planned to be adjacent to border marker 164 in the village of Thiok, about 4 km from National Highway 1 (NR1), belonging to Prey Phdao village, Chrok Mtes commune, Ba Vet city.
However, the proposed connection point and future development plans for a new border gate construction are subject to further decisions and agreements between the two governments.
Ho Chi Minh City – Moc Bai Expressway to Boost the Development of Vietnam’s Richest Region
The Southeast region, where the Ho Chi Minh City – Moc Bai Expressway passes through, covers an area of over 23,560 km2 and is home to approximately 18.8 million people (as of 2022). It is considered the richest region in Vietnam, boasting impressive economic indicators.
In 2022, the Southeast region contributed more than 30.9% to the country’s GDP while accounting for only about 8% of the land area and 18% of the population. This highlights the region’s economic prowess.
As of 2022, the Southeast region also had the highest average monthly income in Vietnam, standing at VND 6.33 million per person per month. The region’s GDP per capita reached USD 6,900, significantly higher than the national average of USD 4,110.
By 2050, the Southeast region aims to become a developed region with high income, strong economic potential, and a modern industrial structure. It targets a growth rate of around 7.5% per year during the 2031-2050 period, with a GRDP per capita of approximately USD 54,000.
To achieve these ambitious goals, the region needs to expedite the realization of the Ho Chi Minh City – Moc Bai Expressway to enhance trade, import-export activities, and cargo transportation with Cambodia, while also expanding connections with other ASEAN markets.
In the future, the expressway will boost the economic development of border areas, particularly in Tay Ninh and neighboring provinces. Industrial parks, export processing zones, and logistics services will benefit from the convenient connection between Ho Chi Minh City and major seaports.
Modern transportation infrastructure will provide added incentives for domestic and foreign investors to channel their investments into the Southeast region and its surrounding areas, especially in the fields of industry, commerce, and services.
The expressway will also facilitate tourism, connecting renowned tourist destinations in the Southeast region and Tay Ninh province with visitors from Ho Chi Minh City and other provinces. This has the potential to stimulate the growth of the tourism and service industries in the region.
