On August 31, 2024, in Da Nang, Prime Minister Pham Minh Chinh, Chairman of the National Committee on Digital Transformation, chaired a nationwide online conference on improving the effectiveness of providing and using public online services.

The conference listened to reports, discussions on the situation and results of the deployment of online public services and key tasks and solutions to improve the efficiency of online public services in the coming time.

NOTABLE RESULTS

Concluding the conference, Prime Minister Pham Minh Chinh basically agreed with the contents of the reports, presentations, and opinions, asking the Ministry of Information and Communications and the Government Office to absorb the opinions and complete and submit the Conclusion of the Prime Minister, Chairman of the National Committee on Digital Transformation, for unified implementation in the coming time.

Regarding the results achieved, the Prime Minister clarified:

First, the leadership, direction, administration, and implementation have been drastically deployed synchronously with high determination from the central to local levels. So far, 63/63 localities have issued policies on exemption and reduction of fees and charges in the implementation of online public services.

Second, there have been many positive changes in awareness and actions to improve the quality of service, satisfaction in handling administrative procedures (AP), and providing online public services. The satisfaction of people and enterprises with the settlement of administrative procedures increased from 90% in 2022 to 93% in August 2024.

According to the United Nations’ assessment in 2022, Vietnam’s online public services ranked 76th out of 193 countries, up 5 ranks compared to 2020; open data ranked 87th out of 193 countries, up 10 ranks compared to 2020.

Third, the work of perfecting the institutions, mechanisms, and policies to create a favorable legal corridor for providing online public services and digitalization has been actively deployed. The National Assembly has issued the Law on Electronic Transactions; the Government has issued 06 Decrees; ministries and branches have issued 04 circulars under their authority.

Fourth, administrative procedures and business conditions continue to be cut and simplified; the quantity and quality of online public services have improved.

From 2021 up to now, nearly 3,000 business regulations have been cut and simplified; decentralization has been implemented for localities in nearly 700 administrative procedures. From 2021 up to now, nearly 1,800 more online public services have been provided, reaching 4,400 online public services provided on the National Public Service Portal, accounting for 70% of the total number of administrative procedures.

The rate of online public services for the whole process increased from 28% in 2021 to 51.5% in August 2024. In particular, 43/53 essential online public services have been deployed; of which, 23/25 essential public services according to Scheme 06 have been implemented in the whole process, helping the State and society save nearly VND 3,500 billion/year.

The rate of digitization of administrative procedure dossiers and settlement results at ministries and branches reached 43.4% (up 23% compared to 2023), and that of localities reached 64.3% (up 35% compared to 2023).

Fifth, digital infrastructure, platforms, devices, and technology for digital transformation in state agencies and serving people and businesses have been invested.

100% of state agencies have deployed the Specialized Data Transmission Network to the communal level for data exchange and sharing. 100% of ministries, branches, and localities have built and upgraded the administrative procedure handling information system. 82.2% of households use broadband fiber optic Internet; 84% of mobile subscribers use smartphones.

Sixth, the development of national and specialized databases has been promoted for connection and sharing.

The National Database on Population has connected, shared, authenticated, and cleaned data with 18 ministries, branches, 63 localities, and 04 state-owned enterprises. More than 87.7 million chip-attached identity cards have been granted; and more than 57.1 million VNeID accounts have been activated.

Seventh, a number of ministries, branches, and localities have made efforts to innovate and implement effective models and solutions in providing online public services for people and businesses, such as the Ministries of Public Security, Finance, and Industry and Trade; and localities such as Da Nang, Quang Ninh, Ca Mau, and Tay Ninh…

Eighth, actively deploying the ASEAN Single Window Mechanism, the National Single Window, and trade facilitation to be ready to implement digital customs. Vietnam is deploying the connection and exchange of ASEAN customs declarations with 8 ASEAN member countries, creating a premise to continue connecting with South Korea, the Russian Federation, and New Zealand.

The National Single Window Mechanism has provided 250 administrative procedures of 13 ministries and branches, with the participation of more than 70,000 enterprises; millions of sets of administrative dossiers have been handled in the electronic environment, shortening the time and reducing the cost of customs clearance.

National Conference on improving the effectiveness of providing and using online public services.

Along with the results achieved, the Prime Minister also pointed out the existing shortcomings, limitations, and inadequacies in the implementation of online public services. The construction and perfection of the legal environment, mechanisms, and policies need to be done better. Administrative procedure reform is still slow, and procedures are still cumbersome.

The quality of online public services has not improved significantly. The rate of online public services for the whole process of local dossiers is only 17%, while the target by 2025 is a minimum of 80%. The reuse of data for people to provide information only once is still low.

The implementation of the provincial-level administrative procedure handling information system and the National Public Service Portal still has many shortcomings. Propaganda and communication to create consensus in society to promote online public services and Scheme 06 have not been paid attention to in many cases.

Analyzing the objective and subjective reasons, the Prime Minister pointed out a number of lessons learned; at the same time, he clarified that, in reality, “nothing is impossible”, the question is whether there is a determination to do it, whether there is a way to do it, how to mobilize resources and the strength of the people and businesses, and how to promote the participation of the whole political system.

The spirit is “only discuss doing, not discuss backing down”, “don’t say no, don’t say difficult, don’t say yes but don’t do”, “once said, must do; once committed, must implement; once discussed, must be thorough; once started, must win”

CLEAR POLICIES, SMOOTH INFRASTRUCTURE, AND INTELLIGENT GOVERNANCE

Regarding the viewpoint and orientation for the coming time, the Prime Minister affirmed that digital transformation plays a very important role, contributing to changing the leadership and direction in the new situation, in a suitable and effective way, and improving policy response capacity.

The Prime Minister pointed out 1 goal, 2 pillars, 3 breakthroughs, 4 nos, and 5 strengthening in the deployment of online public services.

1 common goal is to reduce compliance costs and handling time and create the most favorable conditions to serve people and businesses.

2 pillars: resolutely cut internal administrative procedures and create favorable conditions for the implementation of public services to serve people and businesses.

3 breakthroughs: legalization; digitization; and automation.

4 nos: no paper; no cash; no contact if not required by law; and no one left behind.

5 strengthening: (1) Strengthen decentralization along with the allocation of resources and improvement of implementation capacity, clearly define the responsibilities of each individual, each level, and each sector and strengthen supervision and inspection; (2) Strengthen publicity, transparency, and simplification of administrative procedures in association with the integration, connection, and sharing of data; (3) Strengthen investment in digital infrastructure; (4) Strengthen dialogue and handle arising difficulties; promote discipline and discipline and push back negative behavior; (5) Strengthen digital knowledge and skills and develop digital human resources to meet the requirements of the new situation.

The conference was connected online from the point of contact at the Da Nang Public Administration Center to the headquarters of the ministries, branches, and central agencies; People’s Committees of provinces and cities across the country.

Regarding the main tasks and solutions for the coming time, the Prime Minister requested:

First, ministries, branches, and localities must be proactive and active in implementing tasks, especially promoting the role of leaders in the deployment of online public services.

Second, focus on building and perfecting institutions, mechanisms, and policies, in which reviewing, detecting, and promptly amending and supplementing inconsistencies and contradictions in the system of regulations and legal documents.

The Prime Minister clarified: “Clear policies, smooth infrastructure, and intelligent governance”. At the same time, he emphasized the maximum reduction and simplification of business regulations and administrative procedures; resolutely eliminating the mechanism of “asking – giving”; creating a transparent, open, and clean environment for officials not to commit violations; and actively preventing and fighting corruption and negativity.

Third, focus on improving the quality of online public services.

The Prime Minister requested the successful implementation of the tasks by 2025, with 100% of administrative procedures that meet the conditions provided in the form of online public services for the whole process; a minimum of 80% of administrative procedure dossiers handled entirely online. Complete the provision of all 53/53 essential public services according to Scheme 06.

Fourth, promote the digitization of administrative procedure dossiers and settlement results; build, complete, and put into operation national and specialized databases; strengthen connection, sharing, and reuse of data to serve the handling of administrative procedures and the provision of public services so that people only need to provide information once to state agencies.

Fifth, continue to pay attention to and invest in developing the information technology infrastructure to meet the requirements of smooth and effective national digital transformation.

Sixth, conduct a comprehensive review and evaluation of the status of ensuring cyber information safety and security for information systems under the management according to the guidance of the Ministry of Public Security, the Ministry of National Defense, and the Ministry of Information and Communications.

Seventh, innovate and improve the effectiveness of propaganda, guidance, and support for the implementation of online public services for people and businesses. The Ministry of Information and Communications shall urgently complete and submit the Scheme on “Propaganda and dissemination on the provision and effective use of online public services towards 2025, with an orientation towards 2030” in September 2024.

“The most important thing is to raise awareness of the position, role, and importance of digital transformation for the rapid, comprehensive, and sustainable development of the country, improving the material and spiritual life, and ensuring happiness and warmth for the people”, the Prime Minister emphasized, expressing his belief that after this conference, the provision and use of online public services will continue to have positive and strong changes, with results in the next quarter higher than in the previous quarter and the next year higher than this year.
