Hòa Liên – Túy Loan Expressway On Track for Substantial Completion by End of August 2025
As part of his working visit to Da Nang on September 1st, Prime Minister Pham Minh Chinh and his entourage inspected the construction progress of the 11-kilometer-long Hoa Lien – Tuy Loan expressway project, which is part of the North-South expressway in the Eastern region that passes through Hoa Vang district, Da Nang city.
The project, with a total investment of over VND 2,112 billion, commenced in September 2023 and is expected to be completed by December 2025. The investor is the Ho Chi Minh Road Project Management Unit.
During the site inspection, the Prime Minister presented gifts to the construction team and commended their dedication and hard work. He noted their spirit of “overcoming the sun, winning against the rain, and not losing to storms,” their determination to “only discuss doing, not retreating,” and their commitment to working extended hours and during holidays to achieve over 40% of the contract value.
The Prime Minister also applauded Da Nang for effectively mobilizing the entire political system in land clearance work and ensuring the legitimate rights and interests of affected residents, ensuring they are well taken care of in their new residences.
The Prime Minister instructed Da Nang to expedite land clearance and complete it by September 2024. He also urged the construction units to accelerate the progress to ensure the completion of the expressway by August 30, 2025.
Regarding households that have not yet handed over the land, the Prime Minister requested that the Secretary of the Da Nang Party Committee directly engage with the residents to encourage them to cooperate.
“Ultimately, we are doing this for the benefit of the people. The Party and the State have no other goal than to ensure the people’s well-being and improve their lives year after year,” the Prime Minister emphasized.
The completion of this expressway will contribute to the goal of having 3,000 kilometers of expressways nationwide by the end of 2025, as set out in the Resolution of the 13th Party Congress. It will also promote economic and social development, bringing happiness and prosperity to the people.
Urgent Investment in the Da Nang – Quang Ngai Expressway Interchange
On the same day, the Prime Minister also surveyed the project to complete the interchange of the Da Nang – Quang Ngai expressway, Hoa Lien – Tuy Loan expressway, and National Highway 14B in Hoa Vang district, Da Nang city.
The Da Nang – Quang Ngai expressway has been operational since August 2017 for the JICA-funded section and since January 1, 2020, for the WB-funded section.
The proposed design for the Tuy Loan interchange is a full cloverleaf interchange with a total investment of approximately VND 400 billion. However, due to capital constraints, the construction of this interchange has not started yet.
After reviewing the project overview, the Prime Minister agreed on the urgent need to invest in this interchange to enhance connectivity between the expressway and National Highway 14B, which links Da Nang and the Central region with the Central Highlands. He approved a funding arrangement where the central budget will support 50% of the cost, and the local budget will provide the remaining 50%. The Prime Minister also set a deadline for the completion of this interchange before September 30, 2025.
