Steady Aim for Public Investment Disbursement

Despite the challenges faced in disbursing public investment capital, Ho Chi Minh City remains resolute in its efforts to fast-track solutions and maintain its target of 95%.

On September 4, Chairman of the Ho Chi Minh City People’s Committee Phan Van Mai chaired a regular meeting on the socio-economic situation in August and the first eight months of 2024.

Spirit and Solutions

According to the meeting, as of the end of August, Ho Chi Minh City has only disbursed VND 14,381 billion of public investment capital, achieving over 18% of the 2024 plan.

This issue continues to top the list of the city’s limitations after eight months. The four project management units that manage the basic construction investment capital have a lower disbursement rate than the average, at 17.4%. The districts and counties have disbursed an average of 34% and are “carrying” the results of the city’s public investment disbursement.

Mr. Luong Minh Phuc, Director of the Project Management Unit for Transport Construction Works, said that in 2024, the unit was allocated a capital of VND 12,380 billion, of which VND 2,150 billion has been disbursed. Of the remaining VND 9,930 billion to be disbursed by the end of the year, about VND 2,000 billion is for site clearance, VND 700 billion for new projects, and VND 300 billion in ODA funds. These payments are expected to be made in the third and fourth quarters, and the unit remains determined to achieve a disbursement rate of over 95%.

To achieve this goal, Mr. Phuc said that they will continue to expedite the construction group, implementing “3 shifts and 4 teams” in many projects, while coordinating with local authorities to facilitate site clearance.

Mr. Phuc requested the local authorities to expedite this process, such as Tan Binh district for the Tran Quoc Hoan road site; District 4 for the Nguyen Khoai bridge project; Binh Chanh district for the National Highway 50 project; Thu Duc city for the An Phu intersection, Ong Nhieu bridge, Luong Dinh Cua road, and My Thuy intersection sites. These sites need to be handed over in September.

Regarding the Project Management Unit for Civil and Industrial Construction Works, Mr. Le Van Dung, Deputy Director of the unit, said that they have approved 12 projects and are striving to start construction by the end of the year. Currently, the unit is focusing on the project to procure equipment for three hospitals in the gateway areas of Cu Chi, Hoc Mon, and Thu Duc, with a total investment of about VND 1,200 billion.

Meanwhile, Mr. Bui Thanh Tan, Director of the Project Management Unit for Urban Infrastructure Investment Construction, said that they were allocated more than VND 12,400 billion, of which VND 8,400 billion is for site clearance. The unit has disbursed VND 920 billion, mainly for the Xuyen Tam Canal dredging project and the north bank of Kenh Doi project. The Ho Chi Minh City People’s Committee is focusing on resolving obstacles for these two projects…

Mr. Phan Van Mai said that to achieve the target of disbursing investment capital this year, the city has set very detailed monthly targets. He requested the four project management units to update the plans for each project and maintain their monthly commitments.

“By the end of the year, the disbursement of public investment capital should be around 95%, and for any unit facing difficulties, it should be at least 90%” – emphasized the Chairman of the Ho Chi Minh City People’s Committee.

Emphasizing Accountability

Providing an overview of Ho Chi Minh City’s socio-economic situation in the first eight months of 2024, Chairman Phan Van Mai acknowledged the positive results. The economic indicators show that the city is continuing its recovery trend, and these need to be promoted in the coming months to achieve the economic growth target by the end of the year.

Specifically, the industrial production index in August increased by 2.2% compared to July and by 8.5% over the same period last year; total revenue from consumer services increased by 5.2% compared to July and by 12.1% over the same period; and total budget revenue reached over 71%… “These figures are of great importance to Ho Chi Minh City,” affirmed Mr. Phan Van Mai, adding that the city needs to focus more on maintaining the growth rate of these indicators.

Along with the positive indicators, the Chairman also acknowledged the existing challenges, such as the high number of businesses withdrawing from the market, market purchasing power being below potential, and the city facing a measles outbreak. He then provided directions and assigned tasks to the departments, sectors, and districts to address these issues.

The Chairman of the Ho Chi Minh City People’s Committee emphasized that he would strengthen the monitoring of the roles of the Vice Chairmen of the Ho Chi Minh City People’s Committee and the directors of the departments. In case of delays in task implementation, the directors of the departments and heads of agencies must take responsibility, and the Chairman of the Ho Chi Minh City People’s Committee will be accountable to the collective of the Ho Chi Minh City People’s Committee, the Executive Committee of the Ho Chi Minh City Party Committee, the Ho Chi Minh City Party Committee, and the Ho Chi Minh City People’s Council.

Enhancing Efficiency in Administrative Reform

At the meeting, Vice Chairman of the Ho Chi Minh City People’s Committee Vo Van Hoan said that the city has developed a proposal for the Administrative Service Center, which will be reported to the Executive Committee of the Ho Chi Minh City Party Committee and then to the Government Office.

The formation of a one-tier administrative service center at the provincial level is based on the National Assembly and Government resolutions on administrative reform. The Government resolution selected four localities, including Ho Chi Minh City, to pilot this model. “This is something we need to discuss to make it happen, not to step back,” emphasized Vice Chairman Vo Van Hoan. He added that the city will form a one-tier center and apply a network governance system to monitor and supervise the process of administrative procedures for citizens by state administrative agencies from the city to the district, ward, and commune levels. Citizens can access these services regardless of their location.

Dong Nai Has Not Adjusted Land Price Framework

At the Socio-Economic, National Defense, and Security Conference of Dong Nai province on September 4, Mr. Dang Minh Duc, Director of the Department of Natural Resources and Environment of Dong Nai province, said that they have not adjusted the land price framework as prescribed by the Law on Land, keeping it unchanged until the end of 2024.

According to Mr. Duc, the reason for this decision is that there are currently many projects and works in the process of site clearance, compensation, and land price determination in the province. Adjusting the land price framework at this time would cause difficulties.

Reporting on the security and order situation during the 2-9 holiday, Colonel Nguyen Manh Toan, Deputy Director of Dong Nai Provincial Police, said that there were 16 road traffic accidents in the province, killing nine people and injuring 11 others. This reflects an increase of three accidents, one death, and two injuries compared to the same period last year. There were no railway accidents or fires and explosions.

Regarding the fight against crime and law violations during the 2-9 holiday, there were 11 criminal cases in the province…
