From now until 2025, Da Nang allows quarries to increase their extraction capacity by up to 50% compared to their current capacity. This applies to seven quarries that meet specific criteria, including having remaining exploitation time, extraction reserves, and post-exploitation altitudes not lower than the ending altitudes.

The quarries with increased capacity are required to supply the entire volume of minerals for the construction of state and key infrastructure projects. These include the Lien Chieu Port Infrastructure Project, the Hoa Lien-Tuy Loan Expressway, the expansion of National Highway 14B, the Quang Da Bridge, and its access road, among others.
Additionally, Da Nang is considering extensions for land and rock quarries that still have valid permits, remaining reserves, and are in line with the city’s planning. The materials from these extended quarries will exclusively supply the city’s key projects…
Specifically, for five permits related to land extraction for construction projects, Da Nang has calculated and granted permits with extraction capacities and timelines to ensure the complete extraction of reserves.
Regarding the expired permit of Trung Central Da Nang Transportation Construction Joint Stock Company for the Son Phuoc Quarry (in Hoa Ninh, Hoa Vang District), which is currently under extension, Da Nang will consider increasing its capacity due to remaining exploitable reserves.

For quarries that are in the process of obtaining permits, such as those of Bien Gioi Construction Company Limited and Thai Anh Da Nang Construction and Development Company Limited, Da Nang will consider granting permits with increased capacity during the peak demand period for land filling in key projects. The capacity will then be reduced after this period.
For quarries that have been successfully auctioned, the city requests that the winning bidders promptly complete the necessary procedures to commence extraction and meet the city’s overall demand.
Da Nang is also assessing the feasibility of extracting overburden soil from three rock quarries—Truong Ban Quarry (with approximately 500,000 cubic meters of remaining overburden soil), Phuoc Son Quarry (with approximately 370,000 cubic meters), and expanded Ho Mun II Quarry (with approximately 250,000 cubic meters)—and will make decisions on a case-by-case basis.
Notably, Da Nang has tasked the Department of Natural Resources and Environment with reporting and proposing solutions for the case of Long Binh Commercial Construction Joint Stock Company and Nam Cuong Urban Area Investment Joint Stock Company. These companies have mineral exploration permits in auction-won areas, and their permits have expired. The aim is to expedite the quarries’ operation for mineral extraction in the Hoa Lien and Hoa Ninh quarries (in Hoa Vang District).
