The Second International Airport: A Vision for Haiphong’s Future

Tiên Lãng, a district in the vibrant city of Hai Phong, has been proposed as the site for the brand-new Tien Lang Airport. With a planned investment of 10,000 billion VND, this airport is envisioned to span an impressive 11 square kilometers.

According to the master plan for the development of the national airport system approved by the Prime Minister, by 2050, Vietnam will have 33 airports (currently there are 22 operating airports in the country). Notably, the Capital Region is planned to have a second airport located in the south and southeast.

The second airport of the Capital Region is being studied and constructed to reduce the burden on Noi Bai International Airport after 2050. However, there is no specific location yet, and several locations in the provinces south of Hanoi have been proposed, such as Hai Duong, Ha Nam, and Ung Hoa (Hanoi)…

Although not within the Hanoi Capital Region, in early March 2021, the leadership of Hai Phong City proposed the planning of Tien Lang as the second international airport in the Capital Region. The location of Tien Lang International Airport is expected to be in Tien Lang district (near Vinh Quang beach). It is about 120 km from the center of Hanoi, 135 km from Noi Bai International Airport, 60 km from Thai Binh city, 40 km from the center of Hai Phong city, and only 35 km from Cat Bi International Airport. After being proposed, in 2022, the Prime Minister assigned the Ministry of Transport to study the construction plan of Tien Lang International Airport according to the master plan for the development of the national airport and airfield system.

Especially in the past time, the proposal for the Southern Coastal Economic Zone of Hai Phong City (SEZ) has been studied and constructed by the city. According to the proposal, this economic zone will cover an area of about 200 km2, with an investment capital of up to 400,000 to 600,000 billion VND. A highlight of the proposal is the Tien Lang International Airport, which is expected to cover an area of 1,150 ha (11.5 km2) and require an investment of about 10,000 billion VND. According to our understanding, this is not the first time that an international airport in Tien Lang district has been mentioned. Previously, in 2011, the Prime Minister approved the planning of Hai Phong International Airport in four communes of Tien Lang district.

According to the 2011 document, Hai Phong International Airport in Tien Lang district will be a civil airport of grade 4F (according to the classification of the International Civil Aviation Organization – ICAO). The airport will cover an area of about 4,500 ha (equivalent to 45 km2). It will be an international airport and a backup for Noi Bai International Airport.

According to records, the proposed location for the construction of Tien Lang International Airport is mainly coastal land. There are a few residential houses and some temporary houses in the area.

Regarding transportation to the airport, the most notable project is the 550 km long coastal road from Quang Ninh to Thanh Hoa. The photo shows the Van Uc bridge, which is part of the coastal road, located just 5 km from the construction site of Tien Lang International Airport.

According to the Vietnam Aviation Authority, the authority has carefully surveyed the areas in the Northeast region. Locating the airport in Tien Lang (Hai Phong) converges the most ideal conditions: almost no need for resettlement, convenient location for transportation connections with localities such as Hai Phong, Hai Duong, Thai Binh, Nam Dinh, and the most feasible cost for site clearance and construction.

The construction of Tien Lang International Airport, in particular, and the second airport in the Capital Region, in general, will bring significant benefits to the region’s economy. Firstly, it will help reduce the pressure on the current Noi Bai and Cat Bi International Airports, increasing the capacity to receive passenger and cargo volume. Additionally, it will provide convenient conditions for businesses and tourists, create more job opportunities, and promote local economic development.
