The Central Coast Braces for Impending Tropical Storm

As per the Prime Minister's directive, the central provinces have issued urgent communications to prepare for a possible tropical depression, which may intensify into a storm over the East Sea.

According to the National Center for Hydro-Meteorological Forecasting, a tropical depression has passed over Ludong Island in the Philippines and entered the East Sea. At 1 pm on September 17, 2024, the center of the tropical depression was located at approximately 16.8 degrees north latitude and 119.0 degrees east longitude, about 820 km east of the Hoang Sa Archipelago. The strongest winds near the center of the tropical depression were at level 7, with gusts up to level 9.

In the next 24 hours, it is predicted to move west-southwest at a speed of 20-25 km/h towards the Hoang Sa Archipelago and is likely to intensify into a storm. The storm may directly affect the waters and mainland of our country, causing strong gusts and heavy rains in the North-Central and South-Central regions in the coming days.

Implementing Prime Minister’s Dispatch No. 97/CĐ-TTg dated September 17, 2024; to proactively respond to natural disasters, the provinces of Ninh Binh, Thanh Hoa, Nghe An, Ha Tinh, Quang Binh, Quang Tri, Thua Thien Hue, Da Nang, and Quang Nam have issued directives to the functional forces and local authorities.

The functional forces and local authorities are requested to organize strict duty shifts, closely monitor the news and warnings of the tropical depression, and timely direct and deploy response measures with the motto of “4-on-site” according to their assigned tasks and authority, without any negligence, to ensure the safety of lives and minimize damage to the property of the people and the State; review areas prone to landslides and be ready to deploy forces and means to promptly handle any possible situations; and regularly report.

Coastal localities are to focus on reviewing and conducting a census of vessels operating at sea, strictly managing outbound vessels, and informing vessel owners and captains of the position, movement direction, and developments related to the tropical depression to proactively take evasive actions, move out of, or avoid entering dangerous areas.

Review and complete the response plan for the tropical depression, heavy rains, floods, landslides, and flash floods, focusing on ensuring the safety of lives and minimizing damage to the property of the people and the State.

Proactively arrange forces, materials, and means, especially in key and vulnerable areas, to be ready to respond to the tropical depression/storm, heavy rains, floods, landslides, flash floods, and rescue and relief work when required.

The Department of Agriculture and Rural Development of the provinces shall closely monitor the developments of the tropical depression; coordinate with relevant units to direct and effectively deploy measures to ensure the safety of dike, dam, and irrigation works, operate irrigation reservoirs, harvest autumn-winter crops, protect agricultural production, and cultivate and exploit aquatic products.

The Military Command, Border Guard Command, and Provincial Police, according to their functions and tasks, shall direct the review of response plans and proactively organize the deployment of forces and means to support localities in responding to natural disasters and conducting rescue and relief work.

Local press agencies and the radio systems at all levels shall strengthen measures to inform the developments of the tropical depression to the authorities, vessel owners operating at sea, and the people to proactively take preventive and response measures.
