According to the Ministry of Agriculture and Rural Development (MARD), at 9 am on September 19, the water level at the upper Thác Bà reservoir was at an elevation of 57.19 meters, with an inflow of 432 cubic meters per second and a discharge of 738 cubic meters per second.
Following the operational regulations for the cascade reservoir system on the Red River, the MARD Minister ordered the Director of Thác Bà Hydropower Joint Stock Company to close the remaining two surface outlets by 2 pm on September 19. It was a rare occasion in the past few months that Thác Bà Hydropower had to close two outlets simultaneously, especially during Storm No. 3 when the inflow from the upstream once exceeded the discharge.
To ensure the safety of the structure and activities along the river, the MARD requested the People’s Committees of provinces and cities to inform local authorities, residents, and organizations operating on or near the river to proactively take safety measures and adjust their activities accordingly. People should stay away from areas prone to landslides and ongoing construction sites to prevent potential losses.
Relevant units must promptly report any abnormal situations to the Ministry.
