On October 30, Colonel Tran Tien Hien, Commander of the Border Guard Command of Quang Nam province, reported that he had received a report from the Vietnam Central Region Environment Incident Response Center (referred to as the Environment SOS Center) and Ngoc Hoa Import-Export Company Ltd. regarding the oil suction and response to the An Binh Phat 68 cargo ship oil spill incident.
According to the report, on September 18, the An Binh Phat 68, owned by An Binh Phat Trading and Transport Company Ltd., sank in the waters off Quang Nam province, about 13 nautical miles southwest of Cu Lao Cham.
According to the ship owner’s report, there were approximately 18,000 liters of diesel oil and 170 liters of fuel oil remaining on the ship, and all quick-closing valves on the oil tanks had been closed.
After determining the location of the sunken ship, on October 1 and 8, the Environment SOS Center and Ngoc Hoa Company conducted surveys, oil suction, and response to the oil spill incident under the supervision of the border guard force. However, due to unfavorable weather conditions, they were unable to proceed with the operation.
On October 17, when the weather improved, the Environment SOS Center, in collaboration with Ngoc Hoa Company and under the supervision of the Cu Dai Border Guard Post, carried out oil suction from the An Binh Phat 68.
However, when the diving team descended to install pipes into the oil tanks, they connected the pipes to the reserve tank and brought the pipe ends to the water surface. They then pumped water into the oil tanks to check the oil level and proceeded with the oil suction. To their surprise, they discovered that there was no oil left in the running tanks or the reserve tank.
To ensure accuracy, the Environment SOS Center arranged for independent divers to inspect and monitor the situation. Their confirmation verified that all oil tanks, including the reserve tank, were empty, with no oil remaining.
The report also clarified that the entire process was carried out in strict adherence to the approved plan, regulations, and the signed contract. All parties involved, including supervisors and appraisers, were present to witness the work.
Colonel Tran Tien Hien stated that the information regarding the 18,000 liters of diesel oil on board the An Binh Phat 68 was based on the captain’s declaration and could not be confirmed as accurate. Regarding the possibility of oil theft, Colonel Hien believed that it was unlikely, as determining the location of a sunken ship is not a simple task.
Meanwhile, the leaders of the People’s Committee of Hoi An city shared that no signs or reports of oil slicks had been detected in the area recently.
