With the new regulations of the Law on Identity Cards in 2023, Circular No. 17/TT-NHNN, and Circular No. 18/TT-NHNN of the State Bank coming into effect on January 1, 2025, directly impacting transfer/withdrawal transactions, account and card payments for customers who have not updated their biometrics and personal documents. BIDV has proactively implemented a range of multi-channel solutions, from product development to process optimization and continuous, widespread communication to customers to understand the new regulations and the benefits of collecting biometric data and updating personal documents when conducting transactions at the bank.

Through the cooperation in deploying the electronic customer authentication service via the “app-to-app” data connection between SmartBanking and VNeID, BIDV’s customers who are citizens with level-2 identification on the VNeID application now have an additional channel to collect biometric and personal document authentication through the connection with the VNeID application, in addition to the current method of scanning the citizen identification card with a chip on the phone that supports Near-Field Communications (NFC) technology.

Representatives of the RAR Center and BIDV signed a cooperation agreement.

The superiority of this new feature is that customers can independently collect biometric data by agreeing to connect and share population data from VNeID to BIDV SmartBanking without depending on NFC-enabled devices or having to visit a bank branch, providing a convenient and easy experience while ensuring the highest security.

Speaking at the signing ceremony, Mr. Pham Anh Tuan, Director of the Payment Department of the State Bank, congratulated the successful cooperation between BIDV and the RAR Center in deploying the electronic customer authentication feature via VNeID to meet the urgent practical needs in collecting biometric data from customers according to the laws and regulations of the State Bank. In addition, Mr. Tuan also highly appreciated BIDV’s proactive and pioneering spirit in developing and mastering many technology systems built and developed by BIDV’s team over the years. He believes that with its pioneering and innovative spirit, BIDV will continue to reap greater successes in the coming period.

Previously, from 2021 up to now, BIDV has cooperated with units under the Ministry of Public Security to implement many important projects such as: Piloting the application of chip-attached citizen identification cards at the eZone automatic transaction system and CRM; Applying data of chip-attached citizen identification cards to open accounts and collect biometric data of customers; Linking bank accounts with VNeID to receive social security money; Coordinating the implementation of relief and charitable programs on the VNeID platform, applying population data in evaluating and scoring credibility and granting credit to customers in areas affected by Typhoon Yagi.

This cooperation event continues to mark a strategic cooperation milestone between BIDV and the RAR Center and demonstrates BIDV’s strong commitment to continuously striving to bring the latest technology solutions to life to bring greater value to customers.

Important information about updating biometric data and personal documents

According to the Law on Identity Cards 2023, Circular No. 17/TT-NHNN, and Circular No. 18/TT-NHNN, from January 1, 2025, customers who have not updated their biometric information will be temporarily suspended from conducting online transactions on BIDV SmartBanking and online transactions using cards. Customers who have not updated their personal documents to replace expired ones will be temporarily suspended from transacting on all channels.
