The People’s Committee of Dien Bien province has announced that Mr. Le Thanh Do, Chairman of the provincial People’s Committee, has just signed a decision approving the list and budget estimate for the first phase of personnel streamlining in 2025.

According to the list, 35 officials and public employees working in agencies, units, and localities under Dien Bien province are subject to personnel streamlining. Of these, 17 will retire early, and 18 will be laid off immediately.

The streamlining process will take place from January 1, 2025, to June 1, 2025. The budget for implementing this first phase of personnel streamlining for the 35 individuals mentioned above amounts to over VND 6.4 billion.

As per the decision, a deputy secretary of the Party Committee in a commune in Muong Cha district will receive the highest allowance, amounting to over VND 394 million. The lowest allowance stands at over VND 88 million, and three individuals who retired early will not receive any allowance.

The reasons for streamlining the aforementioned personnel include cases where individuals were rated as “completed” or “not completed” in the previous year; voluntary application for personnel streamlining and agreement from the direct managing agency.

Some redundancies resulted from the restructuring of officials according to job positions, but alternative job placements could not be arranged. In some cases, individuals did not meet the professional and vocational standards for their current positions, and suitable alternative positions or retraining options were not available. Regarding the implementation of Resolution No. 18-NQ/TW and the reorganization of the apparatus of agencies and units in Dien Bien province, the province will reduce 5 specialized agencies at the provincial level, 2 specialized agencies at the district level, and 31 public non-business units.
