On February 5, the Office of the Hanoi People’s Committee issued a notification of the conclusions of Mr. Tran Sy Thanh, Chairman of the Hanoi People’s Committee, at a meeting to report on the plan to replenish water into To Lich River to improve the environment.

Study to build weirs on the To Lich River

The Chairman of Hanoi People’s Committee assigned the Project Management Board for Investment in Construction of Technical Infrastructure and Agriculture to coordinate with the Department of Construction to inspect all wastewater discharge gates along the To Lich River. This will help to supplement the comprehensive sewage collection system on both sides of the river, directing wastewater to the Yen Xa Wastewater Treatment Plant. They are also tasked with studying the construction of weirs on the To Lich River, including a T-shaped dam near Long Quang Pagoda, Thanh Tri District, and rubber dams to maintain the water level in the river. These plans will be incorporated into the ongoing Yen Xa Wastewater Treatment System Project.

Based on the inspection results, the Project Management Board for Investment in Construction of Technical Infrastructure and Agriculture will complete the adjusted project dossier and submit it to the Department of Planning and Investment for appraisal as per regulations. The water environment of To Lich River is gradually improving.

Mr. Tran Sy Thanh assigned the Department of Construction to coordinate with Hanoi Sewerage and Drainage Limited Company to immediately carry out comprehensive dredging of the To Lich River, with a target completion date of August 2025.

Regarding the beautification of the two sides of the To Lich River, Mr. Thanh assigned the Department of Natural Resources and Environment to take charge and coordinate with related departments. In the short term, the People’s Committees of the districts and counties along the To Lich River will take responsibility for environmental sanitation, garbage and waste collection, and planting trees and flowers to enhance the landscape.

For the immediate phase of water replenishment into the To Lich River, the city’s leadership assigned the People’s Committee of Tay Ho District to study and absorb the opinions of the Central Ministries and sectors on replenishing water from the Red River into the To Lich River. At the same time, they should urgently propose a plan to use water from the Red River and treated water from the West Lake Treatment Plant to replenish the West Lake (through the intermediary lake of Sen Lake). This will ensure that the ecological balance of West Lake is not affected. The Department of Construction is assigned to research and propose a plan to draw water from West Lake to replenish the To Lich River if necessary, to maintain the water level of the To Lich River through the West Lake A regulation gate – Cong Do – Thuy Khue Dyke. This task should be completed by August 2025.

In the long term, the Department of Construction needs to review related planning, conduct in-depth research, and propose a plan to replenish water from the Red River into the To Lich River along Vo Chi Cong Street. This should be connected to the water replenishment plan that has been implemented in the immediate phase, ensuring both water replenishment for the To Lich River and stable water level regulation for West Lake.

At the same time, the Chairman of the Hanoi People’s Committee assigned the Department of Natural Resources and Environment to regularly monitor and evaluate the quality of treated water from the West Lake Treatment Plant to ensure that the treated wastewater meets the standards and regulations. They will also coordinate with the Department of Construction, the People’s Committee of Tay Ho District, and related units to advise and propose to the People’s Committee of Hanoi to assign the management of Sen Lake to the People’s Committee of Tay Ho District. This will facilitate the improvement and dredging of the lake to serve as an intermediate settling pond and invest in a system of canals to replenish water for West Lake when necessary, creating an environmental landscape without affecting the ecosystem of West Lake…
