The Eco-City 4 project in Thinh Minh commune, Hoa Binh province, boasts a substantial investment of nearly VND 1,455 billion. The project encompasses a vast land area of 648,625 square meters, including 564,539 square meters of production forest land, 63,453 square meters of water surface, and 26,732 square meters of transport land managed by households, organizations, and the People’s Committee of Thinh Minh commune. The approved planning indices include 124,523 square meters of residential land, 6,543 square meters of commercial service land, and 11,663 square meters of public service land…
The project is slated to be implemented from Q3 2024 to Q3 2030, with a 50-year operation period commencing from the date of land handover by the State.
According to our findings, the two enterprises in the joint venture are based in Ho Chi Minh City and are the investors in two significant projects in the southern Phu My Hung area of the city.

Phu Hung Thai Development Joint Stock Company was established in 2016 in Ho Chi Minh City, initially in the form of a joint-stock company. The initial charter capital exceeded 58.5 million USD (equivalent to VND 1,276 billion at that time). The founding shareholders included Phu My Hung Development Joint Stock Company holding 50%, DNS Asia Investment Pte. Ltd. (headquartered in Singapore) holding 49%, and Phu My Hung Asia Holdings Corporation (based in the Cayman Islands) holding 1%. Mr. Tseng Fan Chih (from Taiwan, China) acted as General Director and legal representative.
As of July 2024, the company transformed into a limited liability company. The capital ownership structure changed, with Phu My Hung holding 99% (authorizing capital to two foreign individuals) and Phu My Hung Asia Holdings Corporation holding 1%.
Hong Thinh Commercial Construction Joint Stock Company was established in 2002 in Ho Chi Minh City, initially in the form of a limited liability company. The initial charter capital was VND 15 billion, with founding shareholders including To Nhut Linh holding 30%, Vo Thanh Hau 30%, Vo Tac Xuyen 20%, Nguyen Thi Cuc 10%, and Dao Quang Luong 10%.
By December 2019, the charter capital had increased to over VND 676 billion, with only three individuals holding capital: Ms. Vo Thi Hong with 98%, Ms. Nguyen Thi Loan, and Ms. Nguyen Thi Phuong, each with 1%.
In February 2022, the company reduced its capital to over VND 462 billion. In October of the same year, the company changed its Director and legal representative from Ms. Hong to Mr. Tseng Fan Chih. In August 2024, Mr. Li, Chian-Wei (from Taiwan, China) assumed this position and remains in the role to this day.
Hong Thinh is the investor in the Villa and Garden House project in Phu Xuan commune, Nha Be district, Ho Chi Minh City, spanning nearly 4.4 hectares. The project is also known by its commercial name, Hong Thinh Residence (Amelie Villa Phu My Hung).
