Restructuring creates new momentum and motivation

At the conference, Mr. Nguyen Thanh Nghi, Permanent Vice Secretary of the Ho Chi Minh City Party Committee, reported on the economic and social development and the implementation of Resolution 18 of the three localities on behalf of the leaders of the three provinces.

Accordingly, Ho Chi Minh City has an area of over 6,772 square kilometers, a population of over 13 million people, 168 administrative units, 113 wards, 54 communes, and 1 special district.

After the merger, the Ho Chi Minh City Party Committee has 171 party committees under its jurisdiction. The current Party Executive Committees of the three provinces have 147 members, including 39 members of the Provincial/City Standing Committees.

Following the merger, the Ho Chi Minh City Party Executive Committee has 115 members, including 29 members of the Ho Chi Minh City Standing Committee. In implementing the resolutions of the Central Committee on the reorganization of organizational apparatus and administrative units, the three localities have focused on key and priority issues.

According to Mr. Nguyen Thanh Nghi, with the characteristics of each province and city, the localities have flexibly and creatively reorganized the apparatus of local government at two levels, effectively implementing the Central Resolution 18.

“At the same time as implementing multiple key tasks and urgent work, some officials, public employees, and people were concerned about the impacts and influences on the progress and ability to achieve the set socio-economic goals. However, as time went on, they became more assured, buoyant, and determined to act with the whole country towards the historic milestone of July 1,” said Mr. Nghi.

Regarding the implementation of the resolutions, conclusions, and directives of the Central Committee, the Politburo, and the Secretariat, the three Provincial Party Committees promptly built and issued guiding documents, clearly defining the roadmap, progress, and timeline for implementation. They also established steering committees, with specific tasks assigned to each individual and organization. At the same time, they conducted inspections, supervision, and progress monitoring to promptly detect and report to the Central Committee for quick handling.

Mr. Nguyen Thanh Nghi said that with the spirit of “running while arranging the queue,” the implementation of the guidelines of the Central Committee, the Politburo, and the Secretariat has created a new spirit, new methods, new efforts, new determination, new changes, and new results.

“This has contributed to improving the leadership capacity and style of officials, promoting democracy, strengthening the people’s trust, boosting socio-economic development, ensuring national defense and security, building the political system, and improving working methods.

Most officials, party members, and people agree with and support the Party and State’s policies, creating a positive political, cultural, and social atmosphere that rarely exists in various fields in each locality,” said Mr. Nguyen Thanh Nghi. He also added that the agencies in the three localities have been stable and operating synchronously after the reorganization.

Proposing mechanisms for the development of the new Ho Chi Minh City

Regarding infrastructure development, Mr. Nguyen Thanh Nghi proposed that the Central Committee provide mechanisms, policies, and resources to attract investment and prioritize diverse transport forms to reduce road traffic pressure and travel time for waterway and railway transport.

This includes prioritizing investment in the Suoi Tien-New Binh Duong urban railway line and the Ho Chi Minh City-Thu Dau Mot-Binh Phuoc railway line, and developing the Di An-Bau Bang railway line…

He also proposed that the National Assembly, the Standing Committee of the National Assembly, the Government, and the Prime Minister allow the new Ho Chi Minh City to apply a special mechanism to retain all land fund revenues in the 2026-2030 period to supplement infrastructure development resources.

In addition, he suggested that the National Assembly soon issue a resolution on the establishment and operation of the International Financial Center, creating a premise for the development of a financial center in Ho Chi Minh City, thereby promoting the socio-economic development of the city in the new period.

To concretize Resolution 24, Ba Ria-Vung Tau Province has proactively studied and built two projects, including “Pilot of some mechanisms and policies for Con Dao district” and “Establishment and study of a free trade area associated with the Cai Mep Ha seaport area.”

Up to now, the two projects have been completed and submitted to competent authorities according to regulations. The Ba Ria-Vung Tau Provincial Party Committee proposed that the Politburo and the Secretariat soon consider and issue these projects to open up new development space for Ho Chi Minh City after the merger.

Ho Chi Minh City also proposed that the Government review and consider issuing special mechanisms to create a green channel to attract strategic investors in planning, construction permits, investor selection, and labor permits to attract investment in infrastructure development, especially infrastructure for science and technology and digital transformation…
