The People’s Council of Nghe An province held its 30th session on June 17, a special meeting to discuss and decide on key issues within its jurisdiction.
During this session, the People’s Council of Nghe An province discussed and unanimously passed six resolutions. These resolutions focused on allocating resources for socio-economic development and ensuring welfare for the mountainous regions and ethnic minority areas, which often face challenges due to natural conditions and infrastructure limitations.
BUDGET ALLOCATION FOR 18 PROJECTS
One of the key focuses of the meeting was the resolution on allocating operational expenses for the year 2025 from the central budget to implement the National Target Program for Socio-Economic Development in Ethnic Minority and Mountainous Areas. The total budget allocated for this program in Nghe An province is VND 590.373 billion.

Additionally, the Nghe An Provincial People’s Council also passed a resolution on supplementing the medium-term public investment plan for the 2021-2025 period and the 2025 public investment plan (first phase). This resolution allocates a total capital of VND 907.9 billion for 18 projects and tasks in the province’s western region. This funding comes from the provincial budget, which was balanced by the central government according to Resolution No. 137/2024/QH15 of the National Assembly. The aim is to pilot a number of special mechanisms and policies to promote the development of Nghe An province.
During the session, the People’s Council also passed a resolution on policies to support health insurance contributions for certain groups in the province during the period of 2026-2030.
These policies aim to expand health insurance coverage and improve access to healthcare services for vulnerable groups, including ethnic minorities, near-poor households, and those engaged in agriculture, forestry, fisheries, and salt production with a medium standard of living.

In addition to the government’s support regulations, the province will provide additional support: 30% of health insurance contributions for ethnic minorities living in communes that are no longer considered particularly difficult; 30% for near-poor households; and 20% for those in medium-standard agricultural, forestry, fishery, and salt production households.
APPROVAL OF LAND AND FOREST-RELATED CATEGORIES
The meeting also approved three resolutions related to land and forests, including a list of projects that require the conversion of rice land use purposes, a list of projects that require land retrieval, and a resolution on the policy to convert forest land use purposes to serve the implementation of projects in the province.
Speaking at the meeting, Mr. Hoang Nghia Hieu, Standing Vice Secretary of the Provincial Party Committee and Chairman of the Provincial People’s Council, emphasized the practical significance of the approved resolutions, especially in terms of economic development, infrastructure improvement, and social security for disadvantaged areas.
Immediately after the meeting, the People’s Council requested that the People’s Committee and related units urgently implement the approved resolutions, ensuring progress, efficiency, and compliance with legal regulations.
Regarding the National Target Program for 2025, the districts are required to organize meetings of the People’s Councils at the district level to allocate funds to the communal level before June 30, 2025. This ensures continuity of the program as the local government model transitions to a two-tier system.

The People’s Committee of Nghe An province is assigned to detail the capital plan for 2025 to investors after the projects complete investment procedures, ensuring compliance with regulations. At the same time, they must strictly adhere to the process of land retrieval, conversion of land and forest use purposes, in accordance with planning and legal provisions.
Regarding health insurance policies, the province requests intensifying propaganda work so that the beneficiaries clearly understand their rights and benefits, avoiding omissions of vulnerable groups, and synchronously implementing them from the grassroots level.
Along with that, the Provincial People’s Council also assigned the People’s Committee to direct the branches to proactively coordinate with the boards of the Provincial People’s Council to prepare well the content and documents to submit to the mid-term meeting in 2025, ensuring quality and progress.
Mr. Hoang Nghia Hieu emphasized that the time left until the two-tier local government model is officially implemented nationwide on July 1, 2025, is not much. Therefore, localities need to urgently review and complete the plan for arranging personnel, headquarters, means, infrastructure, and necessary conditions to ensure that the new commune-level apparatus operates smoothly and effectively, in accordance with the direction of the Central Government.
