On the morning of June 18, Party General Secretary To Lam, along with the delegation and leaders of the three provinces, paid floral tribute and offered incense at the statue of President Ho Chi Minh in the premises of the Ho Chi Minh City Headquarters.
Immediately after the ceremony, the delegation, led by Party General Secretary To Lam, worked with the Standing Committee of the Ho Chi Minh City Party Committee, the Ba Ria-Vung Tau Provincial Party Committee, and the Binh Duong Provincial Party Committee.
Party General Secretary To Lam and the central working delegation listened to the reports from the localities on the progress of implementing resolutions and conclusions of the Central Committee, the reorganization of local apparatus, socio-economic development, Party building in the first six months, and the implementation of Resolution 57 of the Politburo on breakthrough development in science and technology, innovation, and national digital transformation, along with the localities’ proposals.

In his opening speech, Party General Secretary To Lam stated that the three localities would become a supercity post-merger.
“The Central Committee has provided urgent and pressing instructions, and you have implemented them comprehensively, achieving positive results. We need to review and shape our tasks. Based on this, the working delegation would like to hear reports on the progress of the tasks, any obstacles, and the determination to overcome limitations,” said the Party General Secretary.
According to the report by the Ho Chi Minh City Party Committee’s Standing Committee on the implementation of key tasks for socio-economic development and Party building in the first six months and the implementation of resolutions and conclusions of the Central Committee, the city is focusing on ensuring the conditions for the experimental operation of the two-level local government model as directed by the Politburo and the Secretariat from June 12 to 30.
The city is also proactively preparing and ensuring procedures for the operation of new provincial and communal organizations and units from July 1.
Moving forward, Ho Chi Minh City will focus on completing the reorganization of its apparatus, enhancing decentralization and empowerment of leaders, adjusting functions and tasks, and streamlining the organization to ensure continuity and efficiency.
The city will also issue a plan to implement the National Assembly’s resolution on the merger of Ba Ria-Vung Tau and Binh Duong with Ho Chi Minh City and the Standing Committee of the National Assembly’s resolution on the rearrangement of communal-level administrative units…
The working session takes place just a few days before Ba Ria-Vung Tau and Binh Duong provinces are merged into Ho Chi Minh City. The new Ho Chi Minh City will cover an area of 6,770 square kilometers with a population of over 13.6 million people, comprising 168 wards, communes, and the Con Dao Special Zone… According to the agenda, Permanent Vice Secretary of the Ho Chi Minh City Party Committee Nguyen Thanh Nghia presented a summary report on the implementation of key tasks in the three localities. Subsequently, Party General Secretary To Lam and the delegates watched documentary films highlighting some outstanding works of Ho Chi Minh City, Ba Ria-Vung Tau, and Binh Duong. The Ho Chi Minh City Party Committee’s Standing Committee, the Ba Ria-Vung Tau Provincial Party Committee, the Binh Duong Provincial Party Committee, and delegates then delivered their opinions.
