On June 19, the Ministry of Public Security announced that the Ministry’s Investigation Police Agency (C01) had launched a criminal investigation and prosecuted three individuals: Hoang Quang Thinh, CEO and Chairman of Z Holding Joint Stock Company; La Khac Minh and Nguyen Van Minh, Deputy CEOs of Z Holding Joint Stock Company. The charges include “Violation of accounting regulations with serious consequences” and “Production and trading of counterfeit food products,” as stated in Article 221, Clause 3, and Article 193, Clause 3, of the Criminal Code.

Additionally, C01 also prosecuted Tran Hai Binh, Deputy CEO of Finance of Z Holding Joint Stock Company; Hoang Thi Hien, Head of Accounting of Z Holding Joint Stock Company; and Nguyen Quoc Vuong, Head of Finance of Z Holding Joint Stock Company, for “Violation of accounting regulations with serious consequences,” as stated in Article 221, Clause 3, of the Criminal Code.
In the same case, three other individuals were prosecuted: Le Van Duyên, a self-employed businessman; Nguyen Thi Thu Hien, Director of Nature Made Trading and Production Joint Stock Company; and Pham Duy Tan, former Director of Nature Made Trading and Production Joint Stock Company. They were charged with “Production of counterfeit food products,” as stated in Article 193, Clause 3, of the Criminal Code.
The investigation has concluded that there is sufficient evidence to determine that the “HIUP 27 Nutritional Product,” packaged in boxes and tins of 420 grams, 650 grams, and 800 grams of milk powder, along with some other liquid forms, produced by Nature Made Trading and Production Joint Stock Company from August 8, 2024, to March 5, 2025, did not meet the registered nutritional content and composition standards. According to Clause 7, Point b, Article 3 of Decree No. 98/2020/ND-CP dated August 26, 2020, of the Government, which stipulates administrative sanctions for commercial, production, and trading violations involving counterfeit goods, these products are considered counterfeit.
