Proposed Offshore Wind Projects by Lung Lo Construction Corporation

According to Báo Đầu Tư, the Lung Lo Construction Corporation has proposed 14 offshore wind projects in the northern, south-central, and southern regions of Vietnam, with a total capacity of tens of thousands of MW. The projects are designed with capacities ranging from 500 MW to 1,000 MW and will utilize underground cables to transmit electricity onshore. The majority of the projects are expected to source 80% of their funding from commercial loans and other legal sources.

7 Projects in the North

The northern projects are mainly located in the coastal areas of Quang Ninh and Hai Phong. Notable projects include the North 8 Project (1,000 MW, investment of VND 102,564 billion), North 6 Project (1,000 MW, VND 110,131 billion), and North 5 Project (1,000 MW, VND 107,785 billion). Smaller-scale projects such as North 3.1, 2.1, and 3.2 have a capacity of 500 MW each and investments ranging from VND 52,817 billion to VND 55,164 billion. Most of these projects are expected to be operational between Q4 2030 and Q1 2034.

4 Projects in the South-Central Region

The four projects in the south-central region are located in the coastal area of Binh Thuan Province, Lam Dong Province. These projects, namely 2.1, 2.2, 1.3, and 1.4, have a capacity of 500 MW each and investments ranging from VND 52,330 billion to VND 53,305 billion. They will utilize underground cables to transmit electricity onshore and are scheduled to be operational between late 2030 and early 2034.

3 Projects in the South

The three southern projects, namely South 1 (in Ba Ria-Vung Tau), South 2, and South 3 (in Ben Tre, Tra Vinh, and Vinh Long), have a capacity of 500 MW each and investments ranging from VND 50,101 billion to VND 53,813 billion. All three projects are expected to become operational in Q4 2030.

The estimated total investment for the 14 offshore wind projects proposed by the Lung Lo Construction Corporation is approximately VND 955,294 billion.

For the above projects, the Ministry of Industry and Trade, as the state management agency for the electricity industry, will assess their alignment with the national power development strategy and master plan, progress, technology, grid connection, power purchase agreements, socio-economic efficiency, and technical safety, along with investor qualifications.

Additionally, the Energy Institute will review their alignment with national, regional, and provincial master plans; Petrovietnam will provide opinions on their potential impact on oil and gas activities; EVN will evaluate their impact on electricity prices, transmission, and system operation; and the National Load Dispatch Center (A0) will consider their safe dispatch and operation if they are put into operation as scheduled.

The Lung Lo Construction Corporation is a company under the Ministry of National Defense of Vietnam, operating in the fields of construction, mineral exploitation, architectural design, and civil electricity construction. The corporation was formerly known as the Lung Lo Survey, Design, and Construction Company, established in 1989, and has undergone several name changes and restructurings to become the Lung Lo Construction Corporation as it is known today.

In 2025, the corporation aims to achieve a total production value of VND 2,100 billion, revenue of VND 1,600 billion, and pre-tax profit of VND 40 billion.
