Ho Chi Minh City’s Belt Road 3: Unifying Management for Seamless Transportation

The Ministry of Construction has proposed entrusting the Ho Chi Minh City People’s Committee with the management and operation of the entire Belt Road 3, including the section passing through Dong Nai province. This unified management approach aims to ensure synchronization and uniformity in the operation, maintenance, toll collection, and infrastructure management of the entire route.

The Tan Van – Nhon Trach section (Component Project 1A) of Belt Road 3, which is basically completed and will be opened to traffic on August 19th.

In a report to relevant localities, the Ministry of Construction stated that the Tan Van – Nhon Trach section (Component Project 1A) of Belt Road 3 is essentially complete, pending acceptance procedures before being put into operation. The route is expected to be officially opened to traffic on August 19, on the occasion of the 80th anniversary of National Day. Once operational, this section will provide a seamless connection between Ho Chi Minh City and Dong Nai, playing a crucial role in completing the regional transportation network, especially for the linkage with the Long Thanh International Airport.

Ho Chi Minh City’s Belt Road 3 is currently implemented through eight component projects, with each locality responsible for investment and management. The Ministry of Construction assessed that this model potentially disperses responsibilities and causes difficulties in management, especially for inter-operable items such as intelligent transportation systems, non-stop toll collection, and emergency response. Therefore, entrusting a single agency, specifically the Ho Chi Minh City People’s Committee, with the management of the entire route will ensure seamless coordination and optimize the efficiency of operation and maintenance.

The legal basis for this proposal is derived from the Law on Roads 2024 and the Government’s Decree 165/2024, which stipulate that the People’s Committees of provincial-level cities have the authority to manage national highways passing through special urban areas or when delegated. In this spirit, the Ministry of Construction proposed that the People’s Committee of Dong Nai province study and agree on this proposal and send feedback to the People’s Committee of Ho Chi Minh City for synthesis and reporting to the Prime Minister for consideration and decision.

Ho Chi Minh City’s Belt Road 3 has a total length of 76.34 km and a total investment of over VND 75,378 billion, passing through Ho Chi Minh City, the former Binh Duong, Dong Nai, and the former Long An. Phase 1 will involve the construction of a 4-lane expressway and parallel roads on both sides. The project is expected to be substantially completed by 2025 and put into operation in 2026. This route is considered a strategic transportation corridor for the key southern economic region, providing vital connectivity between Ho Chi Minh City and neighboring provinces, promoting socio-economic development, and reducing traffic congestion in the inner city.
