
On August 20, the People’s Committee of Tam Hung ward held a working session with Muong Thanh Group to review the progress of urban projects in the area.
Mr. Bui Dinh Thai, Chairman of the People’s Committee of Tam Hung ward, requested that Muong Thanh Group expedite the progress of the projects, especially the My Hung urban area, which was initiated in 2008 but has been delayed.

The delegates at the meeting expressed their desire for Muong Thanh Group to quickly overcome difficulties and accelerate the project implementation, as this is not only an immediate requirement but also an important goal outlined in the ward’s Party Committee resolution.
On behalf of Muong Thanh Group, Mr. Le Thanh Than committed to focusing resources on resolving challenges and speeding up the progress of the projects. He affirmed the group’s desire to accompany the local government and people in building modern and civilized urban areas, contributing to the socio-economic development of the locality.
Previously, in April 2023, Mr. Le Thanh Than was prosecuted in a case that occurred at the CT6 Kien Hung project in Ha Dong, Hanoi. He was charged with fraud, according to Article 198 of the Criminal Code.
In August 2023, the Hanoi People’s Court returned the case for further investigation due to unresolved issues, including the determination of the value of 488 apartments without land use rights certificates.
On February 25, 2025, the Hanoi Police announced the reopening of the investigation into the case of fraud and irresponsibility causing serious consequences at the CT6 Kien Hung project.
The Hanoi Council for Price Appraisal in Criminal Proceedings has concluded the valuation of 488 apartments without land use rights certificates and related assets at the CT6 Kien Hung project as of September 2023.
The asset valuation includes value-added tax and maintenance fees. In CT6C, the most expensive apartment was valued at 1.67 billion VND, while the cheapest was 429 million VND.
In CT6B, the respective values were 1.05 billion VND and 429 million VND, and in CT6A, they were 1.03 billion VND and 391 million VND. For the adjacent low-rise buildings, the highest-valued unit was 7.3 billion VND, and the lowest was 5.9 billion VND.
According to the indictment, from October 2010, Mr. Le Thanh Than, as Chairman and General Director of Bemes Joint Stock Company, directed the construction of the CT6 Kien Hung project in violation of the detailed construction planning approved by the provincial People’s Committee. In addition, the defendant Le Thanh Than arbitrarily changed the land use purpose and seriously violated the approved planning.
Specifically, for the high-rise buildings, the project increased the construction area, height, and function; added more apartments; and constructed an additional building, CT6C, which was not in the approved plan. For the low-rise buildings, the project expanded the construction land area and the number of units, violating the red line boundary.
From March 2011, Mr. Le Thanh Than advertised deceptively about the legal status of the project, claiming that it had been approved, and that the apartment design and construction complied with regulations. He also stated that the apartment price included land use rights, misleading customers into purchasing apartments in the CT6 Kien Hung project, which seriously violated the approved planning.
The Procuracy charged Mr. Le Thanh Than with selling 488 apartments to 488 customers without the State recognizing their land use rights and ownership of other assets attached to the land (“red book”). As a result, the defendant illegally earned a total of over 481 billion VND. This amount also caused a loss to the 488 customers, including the value of land use rights of over 56.5 billion VND.
