Vietnam’s First Road Made from Recycled Plastic Waste
Vietnam is taking a significant step toward sustainable development with the construction of its first road made entirely from recycled plastic waste.
In 2019, the Deep C Industrial Zone Complex (a Belgian-developed and operated system of industrial parks and seaports in Hai Phong City) partnered with the American multinational corporation Dow Chemical to build Vietnam’s first road from recycled plastic. Spanning 1,400 meters, this innovative road utilized 7 tons of plastic waste—equivalent to 1.8 million plastic bags.

Looking ahead, Deep C plans to expand this initiative by constructing more roads of this kind, contributing to innovative solutions for plastic waste management and promoting a circular economy in Vietnam.
In June 2025, Ms. Diep Thi Kim Hoan, Director of Sustainable Development at Deep C Industrial Zone Complex, announced: “Deep C is preparing to build a second road made from plastic waste. The project is currently undergoing feasibility assessment.”

This creative solution to reduce environmental pollution and foster a circular economy is particularly impactful given that Vietnam produces over 31 billion plastic bags annually, with only 15% being recycled or reused, according to the Ministry of Agriculture and Environment.
Deep C aims to become a zero-waste industrial zone by 2040 and achieve net-zero emissions by 2025.
“Transforming” Plastic Waste into a Resource
Roads made from recycled plastic demonstrate that plastic waste can be transformed into a valuable, renewable resource, driving a circular economy for plastics.
This project offers a new purpose for post-consumer plastic packaging, diverting it from landfills while creating roads that are more durable and higher in quality than traditional asphalt roads.

Plastic waste is a critical environmental issue.
Prior to construction, the Vietnam Maritime University conducted two experiments, confirming compliance with Vietnam’s technical and safety standards. Following this success, more roads using recycled plastic will be implemented across Deep C Industrial Zones.
