Recently, the People’s Committee of Nghe An province organized a meeting with the Provincial Business Association and the Enterprise Association.
At the meeting, the leaders of the Department of Planning and Investment of Nghe An province reported on the handling of 12 recommendations falling under the authority of 8 agencies according to the conclusions of the People’s Committee of Nghe An province in October 2023.
The recommendations focused on issues related to land clearance in Zone A – Nam Cam Industrial Park and handover of infrastructure assets in Nam Cam Industrial Park; industrial waste landfill planning in Quy Hop district; support policies for social housing construction investment projects in the province; handling of encroachment on forest land in Nghia Dung commune (Tan Ky district); recommendations for Vinh City to pay for contracts for the supply of pharmaceuticals and medical supplies for Covid-19 prevention.
In addition, the associations and enterprises also proposed to expedite the construction progress of Sao Nam road in Cua Lo town; calculate additional payments during the project extension period in Cua Tien – Vinh Tan new urban area, Vinh City; disburse funds for completed projects with remaining debts to contractors; and settle auctioned land payment debts.
At the end of December 2023, the Department of Planning and Investment of Nghe An province received 10 new recommendations from the Party Committee of the Enterprise Bloc, the Provincial Real Estate Association, and the Veteran Entrepreneurs Association of Vinh City. So far, the departments, sectors, and localities have issued written responses to these recommendations.
In particular, Nghia An Bus Joint Stock Company made recommendations related to Nam Vinh Bus Station. Specifically, the Nam Vinh Bus Station project is divided into 2 phases, including Phase 1: construction of Nam Vinh Bus Station and Phase 2: construction of Rest Stop and other commercial services. Currently, Phase 1 only has the announcement of the bus terminal connecting to National Highway 1A. In 2021, Covid-19 erupted at the Western agricultural market near Vinh market.
In light of the situation, the People’s Committee of Nghe An province has proposed relocating the Western agricultural market near Vinh market to the suburbs. At a meeting on September 15, 2021, Mr. Le Hong Vinh, Vice Chairman of the People’s Committee of Nghe An province, along with the departments, Vinh City People’s Committee, Hung Nguyen District People’s Committee, and Nghia An Bus Joint Stock Company reached an agreement to relocate the Western agricultural market near Vinh market to the Phase 2 location of the Nam Vinh Bus Station project.
Currently, Nghia An Bus Joint Stock Company is in the process of adjusting the Investment Certificate of the Nam Vinh Bus Station project. However, according to the land use planning until 2030 by Hung Nguyen District People’s Committee, the entire land area requested for adjustment by Nghia An Bus Joint Stock Company is designated as a market. The investor has requested the People’s Committee of Nghe An province to instruct the Hung Nguyen District People’s Committee and concerned departments and units to adjust the land use planning in the project area in accordance with the current situation.
The recommendations of May Minh Anh Joint Stock Company – Nghe An regarding permission for the Minh Anh Laundry Factory project – Do Luong, Minh Son commune, Do Luong district, to be connected to the local road network.
Hoang Thi Loan Textile Joint Stock Company recommended that the Department of Construction of Nghe An province and Hung Nguyen District People’s Committee review and approve the application for investment approval in relocating the factory to Chau Nhan commune, Hung Nguyen district…
Representatives of the Business Associations requested the People’s Committee of Nghe An province to pay attention and direct the departments, sectors, and localities to expedite administrative procedures related to land procedures, granting mining rights for land projects, determining land lease prices, and investment capital payments…
Nguyen Duc Trung, Chairman of Nghe An provincial People’s Committee, shared the difficulties faced by businesses, especially small and medium-sized enterprises, in the current situation and the internal situation of enterprises.
Mr. Nguyen Duc Trung stated that the People’s Committee of Nghe An province wants to immediately resolve the recommendations of businesses, but there are some recommendations related to many factors and complexities that cannot be resolved immediately. Therefore, the Chairman of Nghe An provincial People’s Committee requested the departments, sectors, units, and localities to continue studying and resolving the recommendations mentioned in the conclusion notice at the previous meeting.
The Chairman of Nghe An provincial People’s Committee emphasized that the recommendations of businesses will be resolved by the provincial People’s Committee, departments, and sectors on a daily basis, not just waiting for the meeting. Therefore, if any recommendations have been answered but businesses are still confused, they should have a frank and open exchange with the state management agencies.
Affirming that businesses create value and the development of Nghe An province depends on the development of businesses, the People’s Committee of Nghe An province, departments, sectors, and Nghe An localities always create maximum conditions, pay attention, and promptly resolve difficulties and obstacles of businesses within their functions, tasks, and authorities with the viewpoint of finding solutions to resolve recommendations.
