Sun PhuQuoc Airways has officially been granted both the Air Operator Certificate (AOC) and the Aviation Training Organization Certificate (ATO) by the Civil Aviation Authority of Vietnam. On September 25, 2025, Sun PhuQuoc Airways (SPA), an airline invested and developed by Sun Group, was officially granted the Air Operator Certificate (AOC) No. 2025-669/CAAV by the Civil Aviation Authority of Vietnam (CAAV).

This pivotal legal certification confirms that SPA has met all necessary requirements to operate regular commercial flights.

The AOC, issued by aviation authorities, authorizes airlines to conduct commercial operations within approved parameters. To achieve this certification, Sun PhuQuoc Airways successfully developed and received CAAV approval for its operational manuals and procedures.

Following this, the airline executed all seven scenarios during a command center drill, effectively performed emergency evacuation procedures onboard, and safely completed validation flights, including diversion and night flights. These rigorous steps underscore SPA’s adherence to the highest safety and operational standards.

On the same day, CAAV also approved and issued the Approved Training Organization (ATO) Certificate No. 679-ATO/GCN-CHK to Sun PhuQuoc Airways.

The ATO certification enables SPA to independently train and develop high-quality aviation personnel, supporting the airline’s operational and business strategies.

In late August 2025, Sun Group partnered with CAE (Canada), a global leader in aviation training, to establish the Sun Aviation Academy.

Mr. Nguyễn Mạnh Quân, CEO of Sun PhuQuoc Airways, stated, “Receiving both AOC and ATO approvals from CAAV marks a significant milestone, reflecting our thorough and comprehensive preparation. This underscores our commitment to delivering safe, high-quality flights, backed by a highly trained and elite workforce from the outset.”

With the AOC in place, Sun PhuQuoc Airways is authorized to begin ticket sales from October 15, 2025, and will launch its inaugural commercial flight on November 1, 2025.

Initially, SPA will focus on a “spoke-hub” network centered on Phu Quoc, directly connecting to key domestic tourism and economic hubs. Planned routes include: Phu Quoc – Hanoi, Phu Quoc – Ho Chi Minh City, Phu Quoc – Da Nang, and critical routes such as Ho Chi Minh City – Hanoi, Ho Chi Minh City – Da Nang, Ho Chi Minh City – Van Don, and Da Nang – Phu Quoc. Moving forward, the airline will expand its network to additional Vietnamese cities.
