According to the Procuracy, based on the trial proceedings, case files, evidence, and courtroom developments, the representative affirmed that all 16 defendants in the case are guilty. The Procuracy upheld the issued indictment, confirming that the defendants were correctly charged, with no wrongful accusations.
The Procuracy noted that over the years, there has been a significant disparity between domestic and international gold prices. The government directed the State Bank of Vietnam to implement various inspection and enforcement measures to stabilize gold prices. This case exemplifies violations in gold trading. Beyond punishing and deterring the defendants, the trial aims to ensure that organizations and individuals in the gold market strictly comply with legal regulations.

The Procuracy identified Lê Thúy Hằng as the mastermind of the case, with the other 15 defendants acting as accomplices. During the trial, Hằng admitted to her criminal actions, corroborating the statements of other defendants, related individuals, and case files.
Lê Thúy Hằng faces a proposed sentence of 28-30 years in prison.

Considering aggravating and mitigating factors, and based on the nature and severity of each defendant’s actions, the Procuracy recommended sentencing Lê Thúy Hằng to 18-19 years for “Embezzlement” and 10-11 years for “Abuse of Power.” The total proposed sentence is 28-30 years.
For the remaining 15 defendants, the Procuracy suggested sentences ranging from 24 months to 24 years.

Regarding the case details, the Procuracy stated that while performing duties assigned by the State Bank of Vietnam—recasting damaged SJC gold bars, producing SJC gold rings, and selling SJC gold bars to stabilize prices—Lê Thúy Hằng and her accomplices embezzled assets and abused their positions, causing over 107 billion VND in losses to SJC.
The misconduct of Lê Thúy Hằng and her accomplices resulted in over 11.6 billion VND in misappropriated assets and over 95.7 billion VND in unlawful gains from illegal activities.
Following the Procuracy’s presentation, the trial panel allowed Lê Thúy Hằng’s defense attorney to speak.
In her self-defense, Lê Thúy Hằng briefly stated: “As mentioned in the indictment, I acknowledge my mistakes and apologize to the Party and the State.”
