Reports and opinions presented at the meeting assessed that, in the third quarter and September, the global situation remained complex and volatile, with numerous challenges and risks. Domestically, opportunities and challenges coexisted, but difficulties outweighed advantages, particularly due to increasing external adverse factors.
In September, Vietnam was hit by four consecutive major storms, most notably Storm No. 10, which brought strong winds, a wide impact area, prolonged storm duration, and heavy rainfall, causing severe damage in many northern and central localities.
In this context, the Government and the Prime Minister closely directed ministries, sectors, and localities to closely monitor the situation, proactively respond effectively to emerging issues, and concretize laws, resolutions, and conclusions from the Party Central Committee, the Politburo, the Secretariat, and the National Assembly.
In September, the Government and the Prime Minister issued 17 decrees, 48 resolutions, 33 directives, and over 680 steering documents to improve the legal framework and address arising issues. These included 8 directives on responding to and overcoming natural disaster consequences and 6 directives on promoting growth while maintaining macroeconomic stability. In the first nine months, they issued 261 decrees, 369 resolutions, 2,353 decisions, 31 directives, and 175 telegrams to synchronously direct solutions across various fields.
The Government, ministries, sectors, and localities continued implementing the two-tier local government model; coordinated the solemn organization of major anniversary events, groundbreaking, and inauguration of hundreds of key projects; promoted three strategic breakthroughs; prepared documents for the Party Central Committee’s conference and the National Assembly’s session; and enhanced information and communication efforts. They also submitted proposals to the Politburo for the issuance and vigorous implementation of historic decisions in key areas.
Overall, the Government, the Prime Minister, ministries, sectors, and localities focused intensely on completing a large volume of complex work within a short time; managed and directed decisively, promptly, and effectively; and strived to “shift the situation and transform the state.”
The socio-economic situation continued to achieve many positive, comprehensive, and significant results, notably high economic growth, stable macroeconomics, controlled inflation, and ensured major balances. Production and business activities, as well as growth drivers, were further promoted and renewed, maintaining a positive growth momentum.
The Purchasing Managers’ Index (PMI) in September reached 50.4 points, with new orders rebounding. The implementation of three strategic breakthroughs, key Politburo resolutions, and new growth drivers yielded notable results.
Culture, society, social welfare, and environmental protection remained priorities. The health and education sectors focused on implementing Politburo resolutions, the Government’s action programs, and developing national target programs for education, training, and healthcare development. They piloted the construction of 100 boarding schools in border communes and implemented tuition exemption and lunch support policies for students. National defense, security, and social order were maintained, and foreign affairs and international integration remained highlights.
However, the situation in the remaining months is highly challenging, with many new tasks and issues requiring more proactive, decisive, and close efforts from all levels, sectors, and localities.

After hearing reports and opinions, Prime Minister Pham Minh Chinh concluded by further analyzing the situation assessment, steering, policy responses in September, the third quarter, and nine months; highlighting socio-economic achievements, difficulties, and limitations; identifying causes and lessons learned; forecasting the upcoming situation; and outlining key tasks and solutions for October and the fourth quarter across various fields.
The Prime Minister emphasized specific upcoming tasks and solutions, including prioritizing macroeconomic stability, promoting growth, controlling inflation and risks; focusing on leveraging expanded fiscal policy with clear priorities; resolving bottlenecks for smooth and effective two-tier local government operations; improving institutions and preparing for the Party Central Committee’s conference and the National Assembly’s session; and promoting breakthroughs in science, technology, innovation, and digital transformation.
He also stressed organizing the Autumn Fair at the Vietnam Exhibition Center; removing the IUU yellow card; implementing strategic infrastructure projects, promoting railway projects, and developing social housing; further boosting tourism; enhancing information and communication efforts; ensuring 100% public investment disbursement; urgently addressing natural disaster consequences and preparing for anticipated complex developments; and strengthening the patriotic emulation movement.
