On October 13, the Ho Chi Minh City Police Department’s Economic Police Division arrested Vo Thi Ngoc Ngan (alias Ngan 98), the operator of ZuBu Trading and Service Co., Ltd. and ZuBu Shop, on charges of producing and trading counterfeit food products under Article 193 of the Penal Code.
According to business registration records, ZuBu Trading and Service Co., Ltd. was established on May 5, 2021, with its headquarters in Go Vap District, Ho Chi Minh City.
On September 9, 2025, the company’s director and legal representative changed from Ms. T.T.T. (Ngan’s mother) to another individual, though the business owner remained Ms. T.T.T.
Initially founded with a charter capital of 200 million VND, the company increased its capital to 3 billion VND on September 23, 2022.
Its primary business activities include wholesale of meat, seafood, fruits, coffee, tea, sugar (not operating at the headquarters); wholesale of dairy products, confectionery, processed cereal products, and dietary supplements.

Investigations revealed that Ngan established and managed ZuBu Company (registered under her mother’s name) and ZuBu Shop (registered under another individual’s name). In reality, Ngan directly controlled all operations, finances, and business activities, reaping the profits.
Since 2021, Ngan partnered with several factories in Hanoi to manufacture weight-loss health supplements such as Super Detox X3, X7, and X1000. While these products were officially licensed, Ngan exploited the “free gift” scheme to distribute an unauthorized product called “Collagen Vegetable Capsules.”
Investigations found that “Collagen Vegetable Capsules” lacked approval for circulation and product declaration. Ngan packaged and labeled them under the X3, X7, and X1000 brands, marketing them as “enhancing weight-loss effectiveness when used together.” The packaging noted “free gift, not for sale” to evade authorities, but they were sold as part of a complete regimen, encouraging simultaneous use for “faster weight-loss results.”
The products were shipped from Hanoi factories to ZuBu Shop’s warehouse in Ho Chi Minh City and distributed via Facebook, TikTok, and ZuBu Company’s hotline. Customers were advised to purchase “weight-loss regimens” targeting 4 to 15 kg loss, with each package including one box of X3/X7/X1000 and a corresponding Collagen pack, priced between 870,000 and 1.1 million VND.
Sales revenue was transferred through multiple bank accounts of relatives and employees to conceal transactions, eventually consolidating into Ngan’s personal account. Data from delivery services indicated that revenue from 2023 to 2024 reached hundreds of billions of VND.

Forensic analysis by the Ministry of Public Security’s Institute of Criminal Science confirmed that Ngan’s products failed quality standards, classifying them as counterfeit. Some “Collagen Capsules” contained banned substances like sibutramine and phenolphthalein, which can cause cardiovascular disorders, hypertension, digestive issues, and potential cancer risks, posing severe health threats to consumers.
