The Ministry of Agriculture and Environment is rolling out a campaign to enrich and cleanse land data. According to Mai Văn Phấn, Deputy Director of the Land Management Department (Ministry of Agriculture and Environment), this initiative is a concrete step toward implementing Resolution No. 57-NQ/TW dated December 22, 2024, issued by the Politburo. The resolution focuses on breakthroughs in science, technology, innovation, and national digital transformation. This campaign is further detailed in Plan No. 02-KH/BCĐTW dated June 19, 2025, by the Central Steering Committee, emphasizing data-centricity with the principles of “accurate, complete, clean, live, unified, and shared.” Building a national land database is crucial for local governments to serve citizens more efficiently and transparently.
“To achieve the campaign’s goals, collecting accurate and comprehensive input data requires the participation of the entire political system and society. It is essential for land users and property owners to contribute and verify information, ensuring the campaign’s effectiveness,” stated Mai Văn Phấn.
The Ministry of Public Security is collaborating with the Ministry of Agriculture and Environment to develop a feature on the VNeID app. This feature will allow citizens to provide and verify their land and property ownership information directly through the national population database, eliminating the need for physical copies of land certificates and ID cards.
Since the preparation and issuance of Plan 515/KH-BCA-BNN&MT, both ministries have compiled comprehensive guidelines and operational procedures for local authorities. These measures ensure the security, safety, and confidentiality of information during data collection.
3 Goals, 5 Requirements for Building the National Land Database
Mai Văn Phấn emphasized that, in the context of reorganizing local governments into a two-tier system, accurate and complete land data will enable local authorities to process administrative procedures at the commune, ward, and town levels. This will reduce citizens’ travel, as documents are handled electronically, saving time and costs.
The land database campaign aims to achieve three key goals: establishing a modern data foundation for e-government and transparent land management; improving public service quality for easier land-related procedures for citizens and businesses; and integrating land data with other national databases to enhance efficiency and better serve the public.
To meet these goals, five requirements have been set:
First, the national land database must be reviewed and refined to ensure it is “accurate, complete, clean, live, unified, and shared,” aligning with the two-tier local government model.
Second, the database must be centralized and unified at the national level, interconnected with the national population database, the National Data Center, and shared across the entire political system (including the Government, Party agencies, National Assembly, Vietnam Fatherland Front, People’s Courts, and People’s Procuracy).
Third, administrative procedures and internal processes must be reviewed and restructured to reduce paper-based documentation. Existing data from the national land and population databases should be reused to streamline land and property-related procedures for citizens and businesses.
Fourth, information security and cybersecurity must be guaranteed throughout the development, enhancement, operation, and integration of the national land database.
Fifth, the implementation must be prioritized, executed scientifically, and with high quality and efficiency. It requires the participation of the entire political system, from central to local levels, with clear responsibilities, timelines, and outcomes.
