The Vietnam Railway Administration and Vietnam Railways Corporation are instructed to intensify patrols and guards at critical locations such as bridges, tunnels, steep slopes, and areas prone to landslides and flash floods. They are prepared to halt or reroute trains and transfer passengers as necessary to ensure absolute safety.
At sea, the Vietnam Maritime Administration and Inland Waterways Department mandate port authorities and maritime rescue centers to count and guide vessels to safe shelters, maintaining constant communication with vessel owners still operating in hazardous areas.
Meanwhile, the Vietnam Aviation Administration is directed to closely monitor weather developments, flexibly adjust flight schedules, and ensure the absolute safety of passengers and flight operations. Airports in affected areas are required to review infrastructure, communication systems, and air traffic control to be ready to respond to emergencies.
The Ministry of Construction assigns the Department of Economic and Construction Investment Management to collaborate with project management boards, investors, and contractors to immediately implement plans to protect construction sites, reinforce work areas, and prepare manpower, materials, and equipment to swiftly address post-storm damages.

Locally, Departments of Construction in provinces from Hà Tĩnh to Quảng Ngãi are required to inspect and review areas at risk of landslides and flooding, deploying personnel and equipment for 24/7 standby. Urban tree management units must urgently prune branches and remove trees at risk of falling, and prepare manpower for timely cleanup to ensure smooth and safe traffic.
The Ministry of Construction also mandates the entire sector to maintain a 24/7 duty system, regularly reporting the situation to the Civil Defense Command of the Ministry to promptly direct and support localities in case of incidents.
As reported by Tiền Phong, on the afternoon of October 20, the Sa Kỳ Port Management Board (Quảng Ngãi Province) announced that due to the impact of Storm No. 12, the passenger transport route Sa Kỳ – Lý Sơn and vice versa has been temporarily suspended to ensure the safety of residents and tourists.
